Study On The Problems And Countermeasures Of Emergency Communication Support For Natural Disasters In Sichuan

The frequent occurrence of natural disasters has greatly affected the safety of people’s lives and property and the stability and development of society.How to properly handle natural disasters and minimize the impact has always been a hot issue of concern to all sectors of society,and is also one of the key tasks of the government’s public management.Emergency communication security plays a very important role in it.Sichuan is a province with frequent natural disasters.In the previous natural disaster response work,the emergency communication security department has actively and extensively participated in the work,playing an important role in the smooth implementation of the rescue and relief work.The security ability has also been improved year by year,and has achieved certain results,which has been widely recognized by the government and society.However,it is undeniable that there are still problems that cannot be ignored in Sichuan’s natural disaster emergency communication security work,There is still a big gap with the relatively advanced provinces in China,which needs continuous improvement.According to the idea of finding problems,analyzing reasons and putting forward suggestions,this paper conducts a more comprehensive and in-depth study on Sichuan natural disaster emergency communication security.Based on the experience summary of the major natural disaster emergency communication support work,the analysis of domestic and foreign research results,combined with the questionnaire survey and field interviews,the problems of Sichuan natural disaster emergency communication support work are concluded: the attention of relevant support units is not high enough,social forces cannot effectively participate in the security,the security equipment is not upgraded and transformed in time,and the security personnel are lack of professionalism and stability.On this basis,through in-depth analysis,the reasons for the problem of emergency communication guarantee for natural disasters in Sichuan are found: the emergency communication guarantee mechanism is not yet sound,the guarantee plan and emergency drill need to be optimized,the input and reserve of resources are not reasonable,and the measures for talent team construction are not perfect.Based on the analysis of the problems found and the causes,drawing on the experience of emergency communication support in advanced provinces such as Guangdong Province and Henan Province,and combining the actual situation of Sichuan Province and the relevant needs of natural disaster emergency communication support,this paper puts forward four countermeasures and suggestions: constantly improve the emergency communication support mechanism,constantly optimize the emergency drill of the security plan,rationalize the principle of resource input and reserve,and take multiple measures to strengthen the construction of the talent team.
