With the rapid economic growth,problems such as resource depletion,environmental degradation and backward social civilization construction emerge one after another,seriously hindering the green development of various regions.As an important support for the economic development of the Yangtze River economic belt and Sichuan province,the Tuojiang Basin has been closely noted.The Tuojiang Basin flows through Deyang,Ziyang,Neijiang,Zigong,Luzhou and other cities in Sichuan Province,the spatial pattern is connected by an axis.But the internal resources are unevenly distributed,serious environmental pollution and low governance ability restrict the green development of the basin.Based on the definition of green development at home and abroad,this paper first summarizes the study on green development level measurement and basin green development level measurement,and analyzes the detailed indicators and study methods of green development measurement.Then,based on the green development situation of five political and economic central cities(Deyang,Neijiang,Zigong,Ziyang and Luzhou)in the Tuojiang Basin,a scientific and appropriate green development measurement index system is established.The objective combination weighting method of CRITIC and entropy method is adopted to assign weights to the indicators.After that,the grey correlation TOPSIS model is used to measure the green development level of the Tuojiang Basin from 2009 to 2020,and the evolution differences of the time trend and spatial pattern are analyzed.Then moran index is used to reveal the spatial correlation and agglomeration of cities in the Tuojiang Basin.Finally,suggestions are put forward to improve the overall green development level of the Tuojiang Basin and narrow the green development differences among cities.The main conclusions are as follows:(1)The results of the objective combination weighting method show that the quality of economic development and environmental pollution control are the key points of green development in the Tuojiang Basin,which accords with the concept orientation of green development that economic growth and environmental protection achieve coordinated and sustainable development.(2)The measurement results of the green development level of the Tuojiang Basin show that the overall green development level of the Tuojiang Basin shows a v-shaped fluctuation on the time scale,that is,the green development level of the Tuojiang Basin decreases first and then increases.The green development level of the Tuojiang Basin drops to the trough value in 2014,enters the stage of steady growth in 2015,and reaches the optimal level in 2019.In terms of spatial pattern,the evolution differences of cities in the upper,middle and lower reaches of the Tuojiang Basin due to economic development,industrial advantages and resource endowments gradually narrowed over time.In 2020,all cities except Ziyang reached a high level of green development,with Deyang in the leading position and Zigong in the second place.(3)The green development of cities in the Tuojiang Basin is negatively correlated with each other,and is in a state of dispersion and differentiation with weak agglomeration.There is no cooperative green development leading coordination between the upper,middle and lower reaches of cities.In view of the above conclusions,this paper puts forward the following suggestions to improve the green development of the Tuojiang Basin and narrow the regional differences:(1)The Tuojiang Basin should increase the input of green innovation technology,strengthen the public participation in green policies and promote the high-quality development of green economy on the basis of rational development of natural renewable energy;(2)Cities in the Tuojiang Basin should allocate green resources,complement each other with advantages,and promote the green development mode of co-governance and mutual benefit through upstream and downstream linkage...
