Research On The Dilemma And Countermeasures Of Grass-roots Environmental Protection Law Enforcement Under The Background Of Vertical Management

Ecological environment security is a major event related to the country’s people’s livelihood,people live and work in peace and contentment,and the society’s long-term stability.The construction of ecological civilization has always been a major issue for people’s livelihood in my country.However,for a long time,there are still some drawbacks in the system operation of the ecological environment department,such as serious local protectionism and serious overlapping of functions,which make it difficult to implement the supervision and management of environmental protection.Focusing on the construction of ecological civilization,the Party Central Committee has carried out drastic reforms to the original environmental protection management system,that is,vertical reforms in the field of ecological environment.This paper takes the vertical reform of the ecological environment system in the H region as the background for the research.In December 2020,the H Eco-Environment Comprehensive Administrative Law Enforcement Bureau was officially listed,and the system adjustment was officially completed.After this vertical reform,the powers of environmental monitoring and environmental supervision have been returned to the heads of environmental protection departments at or above the provincial level,and county-level departments have been reformed to become municipalities.The dispatched offices of government-level agencies are responsible for basic environmental law enforcement and play a huge role in improving the quality of the ecological environment.The key research object of this paper is the law enforcement force of the county-level ecological environment department,analyzes the problems and causes after the vertical reform and management of the H area,and proposes feasible countermeasures.Using the method of literature analysis,comparative research and interview,this paper takes District H as an example to focus on the grass-roots environmental law enforcement work at the county level after the vertical reform.Data comparison,as well as interviews with grass-roots law enforcement personnel,to analyze the law enforcement situation before and after the vertical reform.The article applies the theoretical knowledge of public management to the vertical reform in the field of ecological and environmental protection,and puts forward feasible countermeasures and suggestions for the problems existing in the current grassroots environmental law enforcement,such as improving the environmental protection law enforcement mechanism,strengthening the construction of the environmental protection law enforcement system,and establishing and improving effective supervision.Mechanisms,improve upper-level legislation,etc.,implement law enforcement effects,improve law enforcement efficiency,and provide effective reference for grass-roots ecological environment law enforcement efficiency.
