A Study On The Law Enforcement Effectiveness Of Ecological Environment Department In The Background Of Vertical Management System Reform

Over the past years of the reform and opening-up,China has experienced rapid development in economy and made remarkable achievements in whole society,but also caused a serious damage to the ecological environment,resulting in the repeated emergence of mass events.The 18th CPC National Congress has incorporated the construction of ecological civilization into the strategic layout of the five-in-one,and constructed the ecological environment protection work from the national level.After the supervision of the central environmental protection inspection team to the national provinces(cities,districts),the protection of the ecological environment in various places has been strengthened,and many acts of destruction of the ecological environment have been effectively curbed.In order to further strengthen the protection of the ecological environment,break down the barriers of local protectionism,China has undertaken the supervision of the vertical management system reform of environmental protection institutions below the provincial level,therefore to effectively promote the enforcement of the ecological environment at the municipal and county levels,in the hope of establishing and improving the local environmental protection management system with clear responsibilities,strong authorities and high efficiency.Many measures are being taken to protect the ecological environment in the local administrative regions,to solve the persistent problems of environmental protection that disregard the interests of the masses,thus to provide a healthy and good ecological living environment for the people.Much progress has been made in the process of vertical management,yet there are still some problems that remain to be solved.The facts that local protectionism still exists,the responsibilities between the relevant departments are unclear,law enforcement personnel business skills are not strong,some environmental protection law provisions outdated,as well as other issues,have weakened the ecological environment law enforcement.By clarifying the inner logic between vertical management and the effectiveness of ecological environment law enforcement,this paper,taking Ruichang City as an example,focuses on analyzing the reasons affecting the effectiveness of ecological environment law enforcement in the city,and putting forward the following suggestions to improve its effectiveness:accelerate the reform of vertical management,promote the revision of environmental laws and regulations,improve the capacity-building of the grass-roots ecological environment law enforcement team,strengthen the cooperation between departments,and innovate the methods of ecological environment law enforcement.The author hopes these suggestions above can be used to provide reference for improving the effectiveness of ecological environment law enforcement at the grass-roots level of cities and counties.The case study,comparison and induction are applied in the research process.
