Research On The Supervision System Of China’s Social Institution Of Ecological Environment Monitoring Service

With the rapid development of economy,the problems of environmental pollution and ecological damage are becoming increasingly serious in China.As an important basis for ecological and environmental governance,the demand for providing high-quality ecological and environmental monitoring is also increasing gradually.In China,the traditional mode of ecological environmental monitoring service supply which takes the government as the sole supplier has been difficult to meet the actual demand.In order to respond to the actual needs,China promotes the reform in the field of ecological and environmental monitoring based on practical experience,and vigorously develops the socialization of ecological and environmental monitoring services,in order to solve the problem of low efficiency under the original single government supply model.With the continuous advancement of reform and innovation,social ecological and environmental monitoring institutions in China have been vigorously developed,but due to the deficiencies and defects of the regulatory system,the practice of social ecological and environmental monitoring institutions access and operation and other aspects of chaos.Based on the new development concept,the traditional supervision method for the ecological and environmental monitoring institutions affiliated to the government has been unable to fully apply to the social ecological and environmental monitoring institutions.Under the background of the principle-passed industry unity legislation marked by the "Regulations on Ecological and Environmental Monitoring(Draft for Comments)",It is necessary to clarify the concept of social ecological environment monitoring institutions and clarify the theoretical background of socialized development of ecological environment monitoring services on the basis of summarizing the supervision practice experience of social ecological environment monitoring institutions in various places.From the perspective of time,the development process of supervision by China’s social ecological and environmental monitoring institutions is analyzed vertically,and the characteristics of the current supervision subject,supervision object and supervision content of China’s social ecological and environmental monitoring institutions are analyzed from the central and local levels.This paper explores the reasons behind the unclear positioning of social ecological and environmental monitoring institutions,the dislocation of the functions of the supervisory body of social ecological and environmental monitoring institutions,the imperfect market access system,the imperfect legal responsibility system and the imperfect design of legal sanctions.Suggestions for improving the system are put forward from five aspects,namely,clarifying the orientation of the social ecological and environmental monitoring institutions,promoting the transformation of the functions of the supervision subject of the social ecological and environmental monitoring institutions,perfecting the market access system,perfecting the legal responsibility system and promoting the innovation of the supervision system.
