Since the 18 th National Congress of the Communist Party of China(CPC),our country has steadily promoted the construction of transportation infrastructure,a large number of super large traffic projects have been built and put into operation in succession.However,at present,our major transportation infrastructure such as highways,high-speed railways,large bridges,large tunnel and urban subways have gradually entered the "middle and late service",and the contradiction between the operation needs and the insufficient security ability has become increasingly prominent.Operation safety risk assessment of major transportation infrastructure helps to identify major transportation infrastructure operation safety risk factors,understand the level of safety risks of major transportation infrastructure operation,and make better use of major transportation infrastructure.In this context,it is of great significance to establish a safety risk assessment system for major transportation infrastructure operation.This paper takes major transport infrastructure as the research object,systematically combs the relevant research results of major transport infrastructure operation safety risks,and identifies major transport infrastructure operation safety risks through literature analysis under the guidance of complex system theory.On this basis,the influential factors of major transport infrastructure operation safety risks are analyzed,in order to make clear the important factors affecting the safety risks of major transportation infrastructure operation.On the basis of the analysis of influencing factors,a list of major transport infrastructure operation safety risk assessment indicators is formed.With the help of expert interviews,major transport infrastructure operation safety risk assessment indicators are further determined.An evaluation index model was established from 4 dimensions of human system risk,soft system risk,hard system risk and environmental risk,including 4first-level indicators,9 second-level indicators and 32 third-level indicators.On the basis of using combination ordered weighted averaging(C-OWA)to calculate the weight of the index,and with the help of MATLAB software,a cloud model of major transportation infrastructure operation safety risk evaluation is constructed,and a cloud scale diagram of evaluation level is drawn.Based on the cloud scale of evaluation index and the score of risk index based on the case,the corresponding cloud map and the cloud map of evaluation grade are drawn in the same picture,and compared with the cloud map of evaluation grade,and the evaluation results are obtained intuitively according to the proximity degree.Taking the Hong Kong-Zhuhai-Macao Bridge as the case study object,and verifying the scientificity and feasibility of the major transport infrastructure operation safety risk evaluation index model.By C-OWA operator weighting method,it is obtained that environmental risk has the highest weight and soft system risk has the lowest weight,organization and cooperation ability,emergency handling efficiency and early warning response time are the key controllable factors affecting the operation safety risks of major transportation infrastructure;by comparing evaluation cloud map,it is found that the overall operation safety risk of the bridge is at a low risk level,while the personnel risks,technical risks and natural environment risks in the subsystems are at a medium risk level,and the related risks mainly come from the complexity of major transportation infrastructure.Based on this,the risk management suggestions are put forward. |
