Research On The Effect Of Heterogeneous Environmental Regulation On The Efficiency Of Industrial Green Innovation

Since the reform and opening up,China’s economy has developed rapidly,with its gross domestic product increasing from 367.9 billion yuan in 1978 to 121020.7 billion yuan in 2022.Industry,as a pillar industry of national economic development,has gradually highlighted and become increasingly serious environmental pollution problems caused by industrial development while promoting economic growth.To achieve sustainable economic development,it is necessary to break away from the path dependence of traditional industrialization and adopt a new path of industrialization driven by green innovation.Environmental regulation,as an important policy tool,can influence industrial green innovation,and human capital provides strong intellectual support for industrial green innovation.Therefore,based on the analysis of the role of environmental regulation in the efficiency of industrial green innovation,this article introduces human capital and its interaction with environmental regulation for further analysis.The research in this paper helps to optimize environmental regulation tools and promote the improvement of industrial green innovation efficiency.This paper first analyzes the impact mechanism of environmental regulation and human capital on industrial green innovation efficiency from the perspective of economic growth theory,externality theory,government regulation theory,green development concept,innovation theory and human capital theory.Next,with the help of Max DEA software,the Super-SBM model was used to calculate the efficiency of industrial green innovation in various provinces of China from 2010 to 2020,and its characteristic facts were analyzed.Then,a panel Tobit model is used to empirically analyze the impact of different types of environmental regulations on the efficiency of industrial green innovation.Based on this,the interaction term between environmental regulations and human capital is added to explore the role of heterogeneous environmental regulations on the efficiency of industrial green innovation under the influence of human capital.Finally,summarize the conclusion and propose suggestions.The research results indicate that:(1)China’s industrial green innovation efficiency continued to grow during the research period,but its growth amplitude and absolute level remained at a relatively low level.(2)In terms of the impact of environmental regulations on the efficiency of industrial green innovation,command control and public participation environmental regulations have a restraining effect on the efficiency of industrial green innovation,while market incentive environmental regulations have a promoting effect on the efficiency of industrial green innovation.From a regional perspective,the absolute values of the regression coefficients of the three types of environmental regulations on the efficiency of industrial green innovation show a decreasing trend in the east,west,and central regions.The regression coefficients and significance levels of environmental regulations on the efficiency of industrial green innovation are basically consistent with the benchmark regression in the eastern and central regions,while their effect is limited in the western regions,and the coefficients are all negative.(3)After adding human capital and its interaction terms,the direction of the three environmental regulations on the efficiency of industrial green innovation remains unchanged,but the intensity of their effects is weakened.For high value areas of human capital and low value areas of human capital,the degree of weakening of the inhibitory effect of command and control environmental regulations on the efficiency of industrial green innovation varies,with high value areas being greater than low value areas;The weakening degree of the promoting effect of market incentive environmental regulations on the efficiency of industrial green innovation varies,with high value areas being smaller than low value areas;The degree of enhancement of the inhibitory effect of public participation environmental regulations on the efficiency of industrial green innovation varies,with high value areas being smaller than low value areas.Based on the research findings,the following suggestions are proposed: firstly,actively attract foreign investment,introduce advanced technology and management experience,accelerate the transformation rate of innovation achievements,and further enhance industrial greenness.
