Research On Supply Chain Coordination And Performance Of Rural Green PPP Projects From Heterogeneous And Isomorphic Perspective

The rural green PPP project is the inevitable choice for the government to realize the rural ecological environment governance,practice green development and promote the construction of ecological livable countryside.Supply chain collaboration can effectively solve the main body cooperation conflict,co-governance value alienation,unreasonable resource allocation,information exchange and other problems caused by the failure of synergy between government,social capital and villagers in rural green PPP projects.Starting from the concept of heterogeneity and isomorphism,the government,social capital and villagers’ heterogeneous resources are integrated in an orderly manner to connect with the rural ecosystem,and rural green PPP projects are closely integrated with supply chain coordination based on the consistency of top-level strategy,the synergy of mesoscopic values and the orientation of micro-rules.In order to effectively promote the efficient and sustainable development of rural green PPP projects,this paper studies the collaborative operation and effect of supply chain of rural green PPP projects from four aspects: relationship structure,influencing factors,action mechanism and implementation performance.First,the paper analyzes the supply chain coordination structure of rural green PPP projects.Based on the theory of cooperative governance and heterogeneous isomorphism,this paper explores the components of supply chain coordination of rural green PPP projects,analyzes the interaction of supply chain coordination subjects and heterogeneous isomorphism relations of rural green PPP projects.This paper analyzes the benefit value relationship of supply chain collaboration in rural green PPP projects,establishes the supply chain collaboration structure model of rural green PPP projects from the perspective of the coupling between rural green PPP projects and supply chain collaboration,and gives the cooperative operation logic of supply chain of rural green PPP projects.Secondly,identify the factors influencing the supply chain synergy of rural green PPP projects.Deconstruct the effect of heterogeneous isomorphism in the supply chain synergy of rural green PPP projects and the risk of allocation imbalance,and specify the guidance of supply chain synergy failure of rural green PPP projects.The threelevel coding program of grounded theory was used to identify the key influencing factors in the process of supply chain synergy of rural green PPP projects,and the relationship model of influencing factors in supply chain synergy of rural green PPP projects was constructed.Third,make clear the synergy mechanism of rural green PPP project supply chain.This paper analyzes the synergistic effect of multi-dimensional heterogeneity and relational contract governance on the supply chain of rural green PPP projects,and sorts out the logical relationship and structural level between the influencing factors.The driving force and dependency index of the influencing factors were determined by using structural equation,and the quality and efficiency were improved through resource interworking,benefit sharing,risk sharing and overall circulation driving effect of the supply chain synergy of rural green PPP projects.Finally,the paper analyzes the performance of supply chain collaboration in rural green PPP projects.By analyzing the formation logic of supply chain coordination performance of rural green PPP projects,the index evaluation system was constructed by combining the balanced scorecard method and the "five streams" of supply chain coordination.The C-OWA operator-improved extension model evaluation method was used to evaluate the supply chain synergy performance of rural green PPP projects with mathematical modeling tools.Cases are selected for empirical analysis to verify the effectiveness of evaluation indicators and methods,analyze the constraints and bottlenecks of supply chain collaboration performance,and provide directions for exploring the path to realize supply chain collaboration in rural green PPP projects.
