Research On The Purchase Of Environmental Governance Services By Pizhou City

Under the background of the institutional reform of government departments,the government has gradually explored the use of market-oriented means to improve the efficiency of services,and the governance model of government services purchased by the government has also been used and promoted in the field of environmental governance and ecological protection.In recent years,local governments have carried out this work one after another,with remarkable results.However,it is undeniable that due to the professionalism and regional differences of environmental pollution control work,the county-level government still has many deficiencies in the implementation process of purchasing environmental treatment services.Therefore,to analyze the current situation of purchasing environmental governance services,find out the existing problems,and put forward effective solutions is the only way to enrich the theoretical system of government purchasing public services and optimize county-level government purchasing environmental governance services.This thesis firstly expounds the background and significance of the public service purchase by the government,supported by the theory of new public management,new public service and principal-agent,then analyzes the theoretical and practical results of the public service purchase by literature analysis,case analysis and interview investigation.Then it makes a study on the specific case of purchasing public services to carry out eco-environmental protection in Pizhou City,points out the problems in the purchase procedure,evaluation system,supervision and management,capital investment and so on,and analyzes the reasons of the above problems.And then,from the aspects of activating the vitality of the environmental governance service market,perfecting the government working mechanism,integrating the governance tools of government and corporate,improving the method of service evaluation,integrating the data resources of built platform,seeking upward financial support,using the propaganda position of local environmental protection,etc.,this thesis puts forward the path of optimizing the purchase of environmental governance services by county-level governments,so as to further improve the theoretical system of county-level government purchasing environmental governance services.We will promote the formation of a development system for the purchase of environmental governance services with orderly competition,clear powers and responsibilities,and multi-party participation,so that China’s environmental governance and ecological protection work will enter a new situation of multi-participation,high quality and high efficiency.
