With the enhancement of national economic strength and the strengthening of the concept of ecological construction,the governance of rivers and lakes in various parts of China has also been continuously increased.Although the project management of water conservancy project has achieved certain results,it will be found that most water conservancy projects still lack scientific whole-process environmental management in daily project management.The construction content of safe ecological water system project not only includes traditional engineering measures,but also combines biological measures and agronomic measures,paying more attention to ecological protection,and the project is generally built along the river,if the process of building a safe ecological water system project does not pay attention to the whole process of environmental management,it will cause damage to the surrounding river environment and soil environment,etc.such as water quality decline,river bank structure change,flood control capacity decline,etc.,will bring potential dangers to the surrounding residents’ lives and property.Therefore,the whole process of environmental management of safe ecological water system construction projects needs further attention.This paper takes the environmental management of the whole process of the safe ecological water system construction project as the research object,and sorts out the construction objectives of the safe ecological water system project and the specific management work in the whole process of environmental management through literature research.On this basis,the environmental management evaluation index system of the whole process of safe ecological water system of the second and third layers is constructed,including5 first-level indicators and 29 second-level indicators of engineering decision-making,engineering design,project implementation,management and maintenance,and performance evaluation.At the same time,the weight of each index was determined by AHP,and fuzzy comprehensive evaluation was used to evaluate the environmental management of the whole process of the safe ecological water system project of Yutangxi in Sanyuan District,and the whole process environmental management of the project was empirically studied.The optimization countermeasures of the whole process environmental management of the Yutangxi safe ecological water system project in Sanyuan District are the practical research of the environmental management evaluation index system of the whole process of safe ecological water system in this paper.Through FAHP,it is concluded that the environmental management level during the construction of the Yutangxi safe ecological water system project is average,and a series of countermeasures and suggestions are proposed on this basis.For example,in the early stage,it is necessary to strengthen the thinking and awareness of environmental management in the whole process,and improve the environmental protection design in the early stage of the project;In the construction stage,it is necessary to improve the awareness of environmental management,and improve the means and methods of environmental management;Introduce professional environmental management institutions in the operation stage,improve environmental management systems,etc.;In terms of environmental management performance evaluation,it is necessary to strengthen the post-environmental impact assessment work,etc.These countermeasures have an important impact on continuously improving the environmental management of the whole process of safe ecological water system construction projects,protecting the surrounding ecological environment and cultural environment,and have significance for the future construction of safe ecological water system.
