As a limited and essential resource,water is an important material basis for the survival and development of human society.With the continuous industrialization and urbanization in China,the problem of water environment pollution is becoming more and more serious,which brings a great challenge to China’s sustainable development strategy.With the promotion of China’s ecological civilization construction,the strategic status of water pollution prevention and water resources protection has been rising.As an important means to solve water pollution problems and protect water resources,the water environment treatment industry has been developing rapidly in recent years,and a large number of water environment treatment projects have started construction,and significant achievements have been made in water environment treatment.However,water environmental treatment projects have problems such as ecological value with not easy to be quantitatively evaluated and lack of scientific horizontal ecological compensation mechanism,which hinders the later operation and performance evaluation of water environmental treatment projects and seriously affects the development of water environmental treatment projects.How to scientifically assess the ecological value of water environmental treatment projects,and then build a scientific and reasonable ecological compensation system has become a new challenge for the development of water environmental treatment projects.Based on the combing of the concept of ecosystem service function and its connotation,this paper establishes the ecological value assessment index system of water environmental treatment projects by combining the characteristics of water environmental treatment projects,and quantifies the ecological value of water environmental treatment projects by using the functional value method.The feasibility of the system is verified by empirical analysis using the water environment treatment and ecological restoration project in Pingyu County as an example.On this basis,the evolutionary game theory is used to establish the ecological protection compensation mechanism of water environmental treatment projects,build a tripartite evolutionary game model of local government-project company-people,analyze the evolutionary path of the ecological compensation mechanism of water environmental treatment projects under each scenario,and explore the influence mechanism of related factors on the ecological compensation mechanism of water environmental treatment projects.The main conclusions from the study are as follows.(1)The ecological value assessment system of water environment treatment projects was constructed,and nine assessment indexes were selected,such as water regulation,water purification,soil fixation,fertilizer preservation,carbon sequestration,oxygen release and dust retention,etc.The monetary value of each index was quantified by using shadow engineering method and carbon tax method.It realized the application of ecological value assessment on water environment treatment projects,and laid a theoretical foundation for the ecological value assessment of subsequent water environment treatment projects.(2)An example of ecological value assessment is the water environment treatment and ecological restoration project in Pingyu County,Henan Province.The total ecological value of the water environment treatment project in Pingyu County is calculated to be 100,984,700 yuan,of which the ecological value of rivers and lakes is 73,375,200 yuan,accounting for73.02%,and the ecological value of green areas is 27,249,500 yuan.It accounts for 26.98%.The ecological value of the green space is 12,994,200 yuan for water conservation,10,600,000 yuan for soil conservation,13,216,700 yuan for carbon sequestration and oxygen release,354,700 yuan for gas purification,and 673,300 yuan for species conservation.The total ecological value of the water environment treatment project in Pingyu County is ranked as follows: water conservation value > carbon sequestration and oxygen release value >species conservation value > purification of gas environment value > soil conservation value.Suggestions to improve the water environment treatment project should focus on improving the water resources storage and purification capacity,increasing biological species,paying attention to waterfront environment improvement and green space ecosystem construction,etc.(3)The evolutionary process of the tripartite strategy choice of local government,project companies and people in the ecological compensation mechanism of water environmental treatment projects under different circumstances is studied,and the mechanism of the influence of relevant factors on the ecological compensation mechanism of water environmental treatment projects is explored.The results show that the initial behavior probability has a positive effect on the evolution rate of the behavior of local government,project companies,and people tending to regulate,actively,and participate in the three parties,and should increase the publicity of ecological compensation for water environment projects to enhance the initial willingness of game subjects.The increase of penalties is conducive to the promotion of local government supervision,active operation of the project company and public participation behavior,so the penalties for the negative operation behavior of the project company can be appropriately increased.In the appropriate range,the ecological compensation intensity has a negative effect on the evolution rate of local government regulatory behavior and popular participation,and a positive effect on the evolution rate of positive behavior of project companies,but when the ecological compensation intensity is too high,it will prompt the local government to choose a non-regulatory strategy,and the evolution results of project companies and people fluctuate,and the strategy choice is in an unstable state,so the ecological compensation intensity should be reasonably determined according to the ecological benefits of water environment treatment projects.
