In recent years,with the development of the domestic petrochemical industry,eliminating outdated production capacity has become a trend.Shandong Province is a major province in oil refining.Under the new situation of the transformation of the old driving forces into new ones,some smaller refineries will be integrated into an increasingly large-scale and intensive industry within Shandong Province.As the basis of human resource management,human resource planning and allocation plays a decisive role in the integrating of the refining and chemical projects.The YLD Refining and Chemical Integration Project is the only business of the newly established Yulong Petrochemical Company.The project has basically completed the preliminary preparation and is about to begin the construction phase of design revision,equipment procurement,on-site construction,installation of equipment and commissioning.This article mainly uses literature analysis and field investigation methods to plan and allocate human resources during the construction phase to ensure the smooth progress of the project.The research includes three parts: Based on the fact that the project is about to begin the construction phase,Firstly,after introducing the implementation background,objectives,planning,progress,and new processes of the project,this dissertation has conducted a study on the human resource planning,which includes human resource demand forecasting,supply forecasting,and supply-demand balance planning.The prediction of human resource structure and quantity demand is mainly obtained through the work breakdown structure of the project.The internal and external supply of human resources are predicted through Markov chain method and market survey method respectively.The result has shown that human resource demand far exceeds internal supply,requiring recruiting and screening configurations primarily based on external supplementation.Secondly,the process of human resource allocation includes personnel screening and job matching.First,through job analysis,a comprehensive and detailed determination of job description and requirements of the jobholders,especially the identification of key competencies and abilities specially required by the project.Then,based on the division of administrative,professional and managerial positions,different recruitment channels and selecting techniques are selected,including online recruitment,headhunting companies,campus recruitment,talent maps,personnel recommendations,talent exchange meetings,school enterprise training courses,etc.After conducting resume analysis,structured interviews,management evaluation center technology,paper and pencil exams,ability evaluations and screening are conducted.Finally,it puts forward to further consolidate the planning and allocation of human resources through organizational,institutional and cultural measures. |
