Research On Problems And Countermeasures Of Household Garbage Classification Management In Mianyang City

In recent years,the continuous development of urban construction has brought about problems such as a large increase in the quantity of urban solid waste and the failure of timely and effective disposal of urban solid waste,which not only hinders the realization of the goal of ecological civilization construction and sustainable economic development,but also seriously damages the living environment and urban image of urban residents,and harms the long-term development of the city.As a national civilized city and a national healthy city,Mianyang pays more attention to the construction of urban environmental protection.As early as 2011,it issued the relevant policies of household garbage classification.After 10 years of promotion and implementation,there is still a big gap between the specific governance results and the expected goals.At the present stage,how to combine the objective reality of Mianyang city,to build an effective implementation plan of urban household garbage classification treatment,has become one of the urgent social issues to be solved in Mianyang.Based on the "multi-center theory" and "collaborative governance theory" of public management,this paper uses the literature research method and comparative analysis method to consult a large number of domestic and foreign books,periodicals,newspapers and other literature related to the research content.This paper studied and understood the relevant situation of domestic and foreign municipal garbage management in detail from the aspects of relevant policies of garbage management,encouraging and guiding public participation,and influencing factors of garbage classification for residents,and sorted out the general situation of household garbage classification and treatment in Mianyang City.At the same time,through questionnaires,field visits and other ways,to understand the evaluation and opinions of ordinary residents on the classification and treatment of household household garbage in Mianyang city,combined with the basic information and data mentioned above,to analyze the existing problems of household household garbage treatment in Mianyang City,and deduce the causes according to the problems.Then,by summarizing the experience of western developed countries,the same level of developing countries and the eastern,central and western cities in China,the paper provides referable practical experience for the countermeasures and suggestions.Finally,according to the objective reality of Mianyang city discussed above,multi-center and collaborative governance is determined as the basic framework of governance,and different subjects such as the government,enterprises,social organizations and residents are taken as the entry point,so as to put forward countermeasures and suggestions that fit the actual governance of Mianyang City from the aspects of strengthening organizational leadership,building a multi-subject participation mechanism,and strengthening residents’ main status and responsibility.
