Research On Response Strategies For Public Health Events In City Z

The sudden public health event is extremely spreading and harmful,which is a great threat to people’s life and health safety and social order.Although China has promulgated the Emergency Regulations for Public Health Emergencies and the Emergency Management Plan for Public Health Emergencies and other related policy documents,a series of problems still exist in the process of emergency management of public health events in various provinces and cities and regions.A typical example of a public health emergency is the New Crown Pneumonia outbreak that broke out in Wuhan,Hubei Province in late 2019 and spread to all provinces and cities across China.The emergence of the New Crown pneumonia outbreak resulted in nearly 200,000 infections and more than 7,000 deaths in China.At the same time,the New Crown Pneumonia epidemic has also seriously affected the social order in China and hindered economic development.How to build up a more systematic and perfect emergency management system for public health emergencies,improve the epidemic control ability of each local government,and guarantee people’s peace and prosperity is an urgent problem for the current government departments to solve.This paper analyzes the process and main measures of the management of the New Crown Pneumonia epidemic response in Z city through literature research method,case study method and quantitative analysis method,combined with social governance theory,collaborative governance theory and other basic theories,to understand the actual effect of the prevention and control of the local New Crown Pneumonia epidemic,and summarizes a series of problems and causes in the management process of this public health event emergency,and proposes targeted improvement measures.In general,the control and management of the New Coronary Pneumonia outbreak in Z city was handled appropriately,and the prevention and control of this public health event was effective.However,a large part of the reason is that the early warning of the outbreak in Wuhan City gave the Z city government sufficient time to carry out preliminary regulation and control.In terms of all aspects of public health event management in Z city,there are still some problems,such as insufficient epidemic warning and monitoring capabilities,lack of emergency management mechanisms,insufficient resource integration and epidemic information processing capabilities,and low levels of epidemic public opinion management.In view of the above shortcomings,this paper carefully analyzes the causes of each problem and puts forward the optimal management countermeasures in five aspects,namely,the planning and regulation system,joint prevention and control management mechanism,information management system and public opinion control system.First,the Z city government should build a standardized epidemic prevention and control plan system,establish a scientific epidemic prevention and control management plan in stages,and fully improve the legal status of the CDC and use its monitoring ability in the medical system to enhance the epidemic warning ability of the local government.Second,the legal and regulatory system for epidemic prevention and control should be improved.The Z city government should build up a public health event early warning system,establish a regular emergency event management mechanism,and pay attention to emergency management of sudden public health events from the level of rule of law.Third,a joint prevention and control mechanism should be established with the participation of multiple entities,and the Z city government should build an emergency response mechanism with the participation of many social entities and conduct emergency crisis rehearsals during non-epidemic periods to improve the emergency prevention and control capabilities of various organizations.Fourth,an efficient and smooth information integration and sharing management mechanism should be formed,and the Z city government should make full use of Internet technology to build an information collection,detection and sharing platform for universities,and improve the optimal allocation of medical resources based on this.Fifth,build a public health event public opinion control system.Z city should pay full attention to the guidance of people’s thoughts,strengthen online public opinion monitoring,and alleviate people’s panic through interactive platform communication and dialogue.
