In recent years,major public health emergencies occur frequently.Because public health emergencies occur suddenly and unpredictably,with different specific causes and great harmfulness,it is of great significance to study the emergency response mechanism for public health emergencies.At the same time,under the new situation of emerging scientific and technological means such as egovernment and big data,the streamlining of government functions has led to the flattening of government departments and the substantial reduction of personnel.In emergencies,intelligent means cannot meet the needs of emergency response,which has led to a significant shortage of staff.Based on the actual case of COVID-19 prevention and control in Shanghai,this paper discusses various mechanism problems arising in the process of epidemic prevention and control,and discusses and studies the local multi-agent mechanism for public health emergency response in specific regions of China.According to the four dimensions of government departments,non-governmental organizations,the private sector,and individual citizens,This paper discusses the mechanism model of the coordination of the subjects themselves and among the subjects in public health emergencies.The first is to analyze the overall situation of the multi-agent collaborative mechanism for the prevention and control of COVID-19 epidemic in Shanghai,the specific role positioning and functional advantages of each subject;The second is to analyze the disposal measures of the main bodies of the COVID-19 prevention and control emergency response in Shanghai,and the results of the disposal measures of the main bodies;The third is to analyze the problems and causes of problems in the process of multi-agent coordination of COVID-19 prevention,control and emergency response;Fourth,compare the cases of COVID-19 prevention,control and emergency response in Shenzhen,and discuss and compare the multi-agent coordination mechanism in response to public health emergencies,as well as the response measures,advantages and experience of each subject;Fifthly,according to the above analysis,we summarized and proposed the response strategies of the local multi-agent coordination mechanism in the construction of each principal mechanism in the public health emergency response.This paper sums up four aspects of emergency response to public health emergencies in Shanghai: First,the grass-roots organizations are seriously understaffed,and the emergency response policy is slowly adjusted;The second is the lack of standardization in the collaborative disposal of non-governmental organizations;Third,the risk prevention of emergency disposal materials allocation in the private sector was not considered enough;Fourth,the ability of individual citizens to mobilize and organize needs to be improved.In view of the corresponding problems,the corresponding countermeasures are put forward:First,as a whole,a local multi subject collaborative emergency response mode of public health emergencies should be formed,which is led by the government departments and coordinated by various departments;Second,in terms of government departments,we should balance the decline in the demand for grassroots government personnel brought about by new technology and the demand for government personnel needed to maintain the capacity of grass-roots organizations;Third,strengthen the training management system of nongovernmental organizations;Fourth,the private sector should improve its ability to prevent risks when public health emergencies occur;Fifthly,for individual citizens,we should establish a management mechanism for community individuals and volunteers,and strengthen the capacity of grass-roots organizations for emergency response to public health emergencies.
