| With the enhancement of economic development,people’s health awareness and medical level,and the increase of aging trend of China’s population and demand for medical and health services,the corresponding medical waste is also increasing.Medical waste is regarded as the number one hazardous waste in the National Hazardous Waste List(2021 edition)as it may contain a large number of pathogenic microorganisms,and radioactive or traumatic substances,which is of potential risk in the spread of diseases.The outbreak of SARS(severe acute respiratory syndrome)in 2003 fully revealed the inadequacy of the capacity of disposing medical waste in China.Hereafter,the State Council issued Regulations on Management of Medical Waste and other laws and regulations,providing legal basis for the management and disposal of medical waste in China,enabling China to enter a new legalization stage in terms of the standardization of medical waste management.However,there still exist defects in management,collection and disposal of medical waste.In particular,since the outbreak of COVID-19,highly contagious medical waste has sharply increased,which sets a higher demand on standardized management and disposal of medical waste.Small medical institutions serve the grassroots medical system with the characteristics of large quantity and small scale.With the continuous development of national medical system and the reforms to streamline the government,delegate power,and improve government services,the proportion of small medical institutions in China’s grassroots medical industry is increasing.There are still existing problems such as non-standardized collection and not-in-time transfer in the management of medical waste in small medical institutions while they provide medical service.In order to improve the capacity of medical waste management in small medical institutions,is it urgent to introduce new management mechanism.By studying the medical waste management in small institutions in Wujing District of Changzhou city,this thesis introduces the concepts of medical waste and cooperative governance,reviews the development of medical waste management system in small medical institutions,discusses the necessity of implementing cooperative governance in medical waste management in small medical institutions,and constructs the theoretical framework of cooperative governance.The current situation,existing problems and the causes of the medical waste management in small medical institutions in Wujing District of Changzhou city are also clarified.Finally,based on the theory of cooperative governance,this thesis puts forward the primary methods of cooperative governance for medical waste management in small medical institutions in Wujing District of Changzhou city,so as to promote the medical waste management in small medical institutions in Wujing District of Changzhou city and provide reference for the medical waste management in small medical institutions of other regions. |
