As the cornerstone of national governance,grassroots governance plays a very important role in improving the effectiveness of social governance.The frequent occurrence of various public health events has a huge test of grass-roots governance mobilization mechanisms.Whether the grassroots governments can implement effective mobilization are important basis for measuring the high and low governance capacity.Studying the behavior logic and functional performance of grass-roots governments in the entire process of social mobilization in public health incidents can clarify the diversified relationship network between policy makers,propagandists and policy executors,and provide feasibility from the high efficiency of grass-roots governments to carry out social mobilization.Then better cope with public health events.To this end,the government’s functions are mobilized around the social mobilization of the township government in public health incidents.First of all,sort out,evaluate the literature,define the concepts,and build a "governance concept-operation mechanism-process control-element element-element element according to the theory of overall governance theory and service-oriented government theory.Protection-Technical Tools "theoretical analysis framework.First of all,the design survey questionnaire and interview outline,take the prevention and control of the new crown pneumonia epidemic in the province of S,as an example,take the rural government of the township governments during the prevention and control of the epidemic,Research targets and investigations on government functions in public health incidents and social mobilization.The questionnaire survey uses SPSS 25.0 software to analyze and statistics of 330 valid questionnaires,and uses frequency analysis,related analysis and other methods to use the six dimensions of sample basic information,citizen needs,collaboration participation,process monitoring,resource integration,and information technology Analysis of the situation;interviewed 36-bit interview objects and extracted important information.Secondly,take the prevention and control of the epidemic of new crown pneumonia in the province L Town as an example.The current status of government functions in public health incidents and social mobilization of public health incidents explain its specific work situation in terms of guidance,planning,coordination,propaganda,funding and regulatory functions.Summarize its effectiveness from the three dimensions of effectiveness,participation,and sustainability.Thirdly,summarize the problems of government functions and reasons for the performance of government functions in public health incidents in the province L Town.The main problem is that the level of demand:unreasonable planning;cooperation level:horizontal and vertical collaborations are not in-depth;resource level:insufficient funding guarantee;the level of management and control:the lack of supervision of the whole process;technical level:lack of information means.The main reasons for the above problems are:mobilization consciousness treatments,investigation and research include shortcomings,narrow role positioning,weak resource integration capabilities,and inadequate mobilization mechanisms.Finally,according to the overall governance analysis framework,the above problems and reasons are proposed to improve the basic countermeasures of improving the performance of government functions in the social mobilization of public health incidents:Strengthening the service concept of putting the people first,emphasizing diversified collaboration,building a regulatory system,improving the entire chain of resource integration,and empowering the mobilization process of information technology.
