Study On Emergency Management Of Public Health Emergencies In Wencheng County,Zhejiang Province

In recent years,various public health emergencies have occurred frequently in our country,causing great harm to the economy and society and people’s livelihood.The construction of an emergency management system has become an important issue for party committees and governments at all levels,and emergency management capabilities have become an important part of social governance capabilities.Especially with the outbreak of the new crown pneumonia epidemic in 2020,the emergency management capabilities of grass-roots governments have once again received attention.This paper takes the public health emergency in Wencheng County,Zhejiang Province as the breakthrough point,takes the emergency management of the new crown pneumonia epidemic as an example,takes the grass-roots government emergency management as the research object,and comprehensively uses field research,questionnaire survey,interviews and other methods to analyze Wencheng County.The current situation of government emergency management is deeply studied,and the innovation of this paper is derived from the research background and research significance of the county government’s emergency management in response to public health emergencies.Starting from the 4R crisis management theory and collaborative governance theory,the definitions of public health,emergency management and emergencies are developed,and the content of emergency management research in public health emergencies is macroscopically examined.Through a multi-faceted field visit and investigation of the current situation of emergency management in Wencheng County,it is found that there are imperfect policy plans,insufficient reserves of public health and living materials,insufficient training,slow response,and crisis in the emergency management of the new coronary pneumonia outbreak in Wencheng County.Insufficient awareness,low quality of emergency personnel,inadequate information release,publicity and guidance,low social participation,and lack of psychological comfort work.By analyzing the root cause of the problem in four stages: before the event,the event,during the event and after the event,it analyzes the failure of the pre-event crisis reduction system,the insufficient preparation for risk prevention,the untimely emergency response during the event,and the imperfect recovery system after the event,etc.Influence factors,and pertinently put forward suggestions that in the process of emergency management,we should improve the preparation of emergency plans,strengthen the guarantee of emergency elements,improve the collaborative governance mechanism of multiple subjects,optimize the information release mechanism,and build a post-event recovery mechanism.In this way,the essence of "first time,first responsibility" of the grass-roots government is strengthened,which has certain reference significance for improving Wencheng County’s emergency management system for responding to public health emergencies.The response at the time plays a certain inspirational role.
