The outbreak of the new crown pneumonia epidemic began in early 2020 worldwide.This sudden public health and safety event is characterized by rapid spread and high difficulty in prevention and control,and has caused a vast negative impact since the outbreak,on the one hand,it is difficult to effectively protect the health and safety of the people,and on the other hand,a large number of enterprises have to stop work and production,and schools,services and entertainment venues have to close classes and close down.As the basis of China’s governance and the normal functioning of society,municipal governments play an important role in China’s response to various public health emergencies.However,after the outbreak of the new epidemic,the paradoxical situation of "radical and conservative epidemic prevention policies" and "closed and transparent information announcements" still emerged.However,the paradoxical situation of "radical and conservative epidemic prevention policies" and "a balance between closed and transparent information announcements" after the outbreak of the new crown epidemic reflects the lack of risk awareness of the municipal government and the weak emergency management capacity in the face of the sudden outbreak and spread of the new crown.This paper takes Wuhan City’s New Crown epidemic prevention and control as a case study,and uses synergy theory,crisis management stage theory as the basis to analyze the basic situation of government emergency management of the New Crown epidemic in Wuhan City,including the city’s profile and the development history of urban governance,and outlines the measures taken by Wuhan City to respond to public health emergencies,including the establishment of a holistic social mobilization mechanism,the construction of a Through the study,it was found that Wuhan has problems in the prevention and control of new epidemics,such as the low level of professionalism of emergency teams,insufficient management of urban emergency resources,the need to improve emergency coordination capacity,and the need to strengthen the promotion of urban emergency culture.These problems are caused by the lack of awareness of the importance of emergency management,the unreasonable training and incentive mechanisms of emergency teams,the lack of mobilization of social organizations,and the backwardness of emergency concepts of government departments.Specifically,the Wuhan government needs to improve the organization and management capacity of the emergency management team,including building a perfect training system for emergency management personnel,creating a modern emergency management team,improving the command and decision-making capacity,and strengthening the ability to develop dynamic plans,build and implement dynamic epidemic prevention and control systems and measures,including strengthening the skills training of emergency management personnel for public health emergencies,and developing a post-event It should improve emergency security and response capabilities,strengthen the application of new information technology and stimulate the potential vitality of social organizations to participate in emergency management,and improve the post-event recovery mechanism for public health emergencies;improve emergency coordination capabilities,improve the coordination mechanism for crisis warning management of government departments,and upgrade the communication capabilities through information platforms;improve emergency publicity and education capabilities,strengthen the application of new media,and smooth the communication between publicity and events.improve emergency publicity and education capabilities,strengthen the application of new media,and smooth the path of publicity and communication and post-event feedback.
