| Nowadays,China is in a critical period of economic and social transformation.While the country is developing and making progress,it is also facing various risks and challenges.Since the outbreak of SARS virus in 2003,h7n9 avian influenza,food poisoning,problem vaccines and other public health emergencies have occurred frequently.In particular,the outbreak of COVID-19 at the end of 2019 has not only seriously threatened the lives and health of the masses,caused social and economic chaos throughout the country,but also brought great challenges to the government’s emergency response work due to its serious harm,wide range of impact and long duration.In recent years,although local governments at all levels have made great progress in emergency response to public health emergencies,they still face problems such as "fragmentation" of government functions,"fragmentation" of emergency resources,and "fragmentation" of participants.Therefore,it is an important subject to analyze the influencing factors of local government’s emergency response ability in public health emergencies with the help of the holistic governance theory.In the first chapter,this paper reviews the literature on public health emergencies and holistic governance,and explains the research ideas and innovations of this paper.The second chapter clarifies the two supporting theories of integrity theory and crisis management cycle theory on the basis of clarifying the core concepts of public health emergencies,emergency response to public health emergencies,and government emergency response capacity to public health emergencies.The third chapter analyzes the current situation of emergency management construction of public health emergencies in China,including the development process of emergency response construction of public health emergencies and various "fragmentation" problems,and constructs a theoretical model based on functional coupling,resource preparation,multi-agent collaboration and information sharing.The fourth chapter carries out the linkage design of the mechanism of emergency response elements of public health emergencies,establishes a case base composed of several typical cases of public health emergencies,and expounds the assignment criteria of design variables in detail.In Chapter 5,fsQCA method is used for configuration analysis,and two parallel paths to high-level local government emergency response are obtained.These two models are "information oriented government emergency response" and "function resource-based government emergency response",and then select cases based on these two models for analysis.The last chapter puts forward the conclusion: the four factors of functional coupling,resource preparation,Multi-Agent Coordination and information sharing can not be used as the necessary conditions for the government emergency response to public health emergencies alone.Behind the government emergency response to public health emergencies is the synergy of multiple factors.The Enlightenment of this study to practical practice is: in case of public health emergencies,the government can use information sharing as the engine to improve emergency response capability,or rely on government function linkage and resource integration to improve emergency response capability. |
