Objective This thesis uses questionnaires and interviews to understand the current situation of Guangdong province’s medical aid policy implementation in Ghana,analyzes the main problems existing in the implementation of foreign aid medical policy with the help of Horn-Mitter system model,and puts forward corresponding countermeasures and suggestions to promote the development of Guangdong province’s and our country’s foreign medical aid for providing reference point.Methods This paper summarizes the research status of foreign aid medical policy implementation at home and abroad by means of literature analysis,and sorts out the relevant foreign aid medical policies of the country and Guangdong Province.The questionnaire survey method was used to investigate the 5th,6th,7th,8th,9th,10th,and 11th batches of 47 medical team members in Ghana in the past 5 years on their knowledge of foreign aid medical policies,their current work status and their evaluation of policy implementation.Statistical description.The semi-structured interview method was used to conduct interviews with a total of 10 personnel from the health administrative department of Guangdong province and its subordinate affairs centers,colleges and universities,dispatching units and medical team assisting Ghana to understand the views and evaluations of current situation and problems of stakeholders in the implementation of foreign medical aid policy.Results The questionnaireshould distribute 77 copies,47 copies were actually recovered,and the effective rate of questionnaire recovery was 100%.A total of 10 stakeholders were interviewed,and more than 8,000 words of interview content were recorded and organized by means of transcripts and audio recordings.The problems existing in the implementation of foreign aid medical policy were found through questionnaire survey and in-depth interviews:① Policy objectives and standards:The policy objectives and implementation standards were not clear enough.② Policy resources:The allocation of human resources,material resources,and legal authority resources is unreasonable.③ Implementation method:The management of foreign aid medical treatment is difficult and the social publicity is insufficient.④Enforcement environment:factors of health and cultural differences increase the difficulty of policy implementation.⑤Characteristics of executive agencies:The division of powers and responsibilities of executive agencies is not clear enough,and the communication and coordination mechanism between executive organizations is not smooth enough.⑥ The intention of the executives:The medical team members suffer from larger feeling of psychological gap,imperfect follow-up incentive mechanism,poor medical conditions for team members,and their own health is easily threatened.Conclusion In order to improve the effectiveness of the implementation of foreign aid medical policy in Guangdong Province and improve the development of foreign aid medical care,the following relevant policy suggestions are put forward:① Clarify the implementation goals and standards of foreign aid medical policy.②Optimize the allocation of policy resources:optimize the allocation of human resources,improve the effectiveness of material resource assistance,and improve the foreign aid medical policy and regulation system.③ Improve the implementation method:Improve the implementation method of foreign aid medical treatment and increase social publicity of foreign aid medical treatment.④Adapt to the execution environment.⑤ Enhance capacity of executive agencies:Strengthen the division of labor and cooperation among executive agencies,and strengthen the communication and coordination mechanism among executive organizations.⑥ Improve the policy recognition of medical team members:pay attention to the mental health and humanistic care of medical team members,improve the incentive and restraint mechanism for foreign aid medical policy executives,strengthen occupational safety training and complete medical team medical supplies reserves.
