Study On Policy Implementation Of The Construction Of Tight County Medicaland Health Community

The construction of compact county medical and health community is an important exploration to deepen the reform of Chinese medical and health system in the new period.Since 2019,the National Health Commission has introduced a series of policies to pilot the building of a compact county medical and health community.The implementation of the policy of building a tight county medical and health community plays a positive role in integrating county medical and health resources,deepening the reform of county medical and health system and improving the ability of grassroots medical and health services.However,problems such as obvious differences in policy implementation results among different regions,uneven level of information construction of the medical community and brain drain of grassroots medical and health personnel should not be ignored.Therefore,how to improve the implementation effect of the compact medical and health community construction policy is worth further study.Under the background of medical reform in the new era,this paper takes the tight county medical community construction policy as the research object,based on the Mitter-Horn system model,using methods such as literature research,interviews,and comparative analysis to analyze the implementation status,existing problems and causes of the tight county medical community construction policy in F County,Guangxi.At the same time,drawing on the experience of building county medical communities in other areas of China,the paper puts forward some suggestions to optimize the implementation effect of the policy of building tight county medical and health communities,including improving policy objectives and standards to make policies more feasible;Pay attention to the executive value guidance,solve the problem of grassroots talent;Allocate all kinds of policy resources to help the information construction of the medical community;Improve the internal system of the execution organization to stimulate the enthusiasm of the execution.
