Current Situation And Optimization Strategies Of Internal Control Construction In Public Hospitals Under Major Public Health Emergencies-A Case Study Of TZ Hospital

With the contradiction of existing medical resources being unable to meet the growing demand for medical and health services and the increase of population mobility brought by the high degree of urbanization,large-scale sudden infectious diseases have caused great impact and damage to people’s life,social order and economic development.How to effectively prevent and treat major public health emergencies has become a hot topic in the medical industry.Public hospital is the main body of medical service system,and internal control of public hospital is an important factor affecting the operation and development of public hospital.Therefore,optimizing the internal control system of public hospitals under the background of major public health emergencies is helpful to improve the internal operation efficiency of hospital organizations and the ability of emergency management.Taking the internal control of public hospitals as the research object and TZ Hospital as the study case,this thesis adopts the research method combining theory and practice to analyze the current situation of internal control of TZ Hospital during the epidemic prevention and control period,and deeply analyzes the existing problems and causes of the internal control system of the hospital.In addition,the weight evaluation of internal control system indicators of TZ hospital under major public health emergencies was carried out by using analytic hierarchy process.Based on this,the hospital should strengthen the construction of risk control mechanism,formulate internal control emergency plan system,optimize internal control organization structure and rational allocation of human resources from a scientific and reasonable unit level.From the business level,it is necessary to clarify the hospital revenue and expenditure situation,rationally coordinate the budget,establish the emergency procurement system,realize the optimization of project construction,start the emergency asset management program,and put forward the optimization of the hospital internal control system proposal and safeguard measures.In this thesis,"major public health emergency" as a breakthrough point and through the case analysis,the current situation of internal control construction of public hospitals to in-depth study,and the public hospitals of the common criteria and personalized problems of the organic link,to optimize the internal supervision and rational use of resources has important theoretical significance.At the same time,by analyzing and optimizing the real situation of internal control of TZ Hospital during epidemic prevention and control,it has important practical significance for other public hospitals to standardize the management process,improve the operation efficiency,ensure the orderly operation of various businesses under the background of major public health emergencies,and cope with major public health emergencies in a better state.
