The new crown pneumonia epidemic that broke out at the end of 2019 raged around the world and had a huge impact on world political and economic activities.At the same time,it was also classified as a major public health emergency of Class I by my country.Affected by the epidemic,the International Monetary Fund(IMF)predicted in its latest World Economic Outlook Report on November 25,2020 that the global economy will shrink by 4.4% in 2020,and the ILO speculates that the global youth unemployment rate will reach 18%.In sharp contrast to this,my country’s economy has shown a V-shaped change.According to the "Statistical Bulletin of the People’s Republic of China on National Economic and Social Development in 2020",my country’s GDP growth rate in 2020 will be 2.3%,and the unemployment rate will be 5.2%.The only major economy in the world that has achieved positive growth.The achievement of such development results is inseparable from my country’s effective epidemic prevention and control work.The significant contrast between the negative impact of the epidemic and the results of epidemic prevention and control at home and abroad has made the importance of the prevention and control of public health emergencies attract special attention.Among them,the epidemic prevention and control work from the perspective of the government and the medical system has become a focus of attention.In fact,the public security department,which also plays a key role in epidemic prevention and control,also has greater research significance.In the new era,the smooth operation of society has put forward new requirements for the ability of public security departments to deal with emergent public health incidents.The public security department needs to continue to self-sublate in the work of the epidemic,and play its role in the management and control of rumors in public health emergencies,in resolving conflicts and disputes,and preventing the transmission of public health risks to the field of social stability,so as to realize the function of maintaining national political security and social stability.the goal.Around the above themes,this article carries out systematic research based on the current situation investigation,problem analysis,reason summary and countermeasure construction.First,it is the analysis of the characteristics of public health emergencies.On the basis of elaborating on the suddenness,transmission,latency,and unknownness of public health emergencies,it demonstrates the influence mechanism between its characteristics and social operation in order to better analyze the problems and propose solutions.The second part is the deepening of public security departments’ responsibility in the prevention and control of public health emergencies and their realization methods.It focuses on analyzing the three responsibilities of public security departments: risk prevention and control,mass safety protection,and social order maintenance.And from an empirical point of view,it analyzes the way the public security department performs its duties and functions.The third part is about the difficulties that the public security departments face in public health emergencies.Taking City J as an example,from an empirical point of view,the police resources and effective incentives of the public security departments in public health emergencies are lacking,rumor handling and case cracking.Insufficient work effectiveness and the difficulty of mass mobilization work were described in detail.The fourth part is the analysis of the reasons why the public security departments face difficulties in public health emergencies.It analyzes the causes of the above three problems from the perspectives of resource conditions and allocation methods,the inherent characteristics of network cases,and the people’s psychology.The last part corresponds to the analysis of the causes of the above-mentioned problems,and proposes optimal countermeasures for public security work in public health emergencies from the perspectives of legislation,incentive mechanism,and the masses.Specifically,it includes stimulating the vitality of multiple subjects,strengthening the use of information means,and promoting refined governance and emotional governance in mass work.
