Study On The Ethical Issues Triggered By The Major Public Health Emergencies

Since 2020,the COVID-19 has been evolved from the "public health emergency" at the very beginning to be the "normal public health crisis" faced by all human beings currently.There is no doubt that the public health crisis is a huge test for the governance system and governance capacity building of governments in various countries;meanwhile,it is also a critical inspection of the construction of moral standards of world citizens.Reviewing and reflecting on the anti-epidemic performance of Chinese people in the world has a great theoretical value and practical significance on building up public health ethics with Chinese socialist characteristics to gain a victory of the anti-epidemic war.In the process of fighting against the epidemic in 2020,the moral misconduct of citizens has been a highlight of people from all walks.Briefly,there are four ethical issues.Firstly,for the issue of "diet",there is an over-comprehension of the sayings,"bread is the staff of life";and there is no moral reflection on the evil of "delicious" under the logic of capital.Secondly,for the issue of "walking out",there is a lack of ethical perspective on the situation of citizens’ right to freedom of action.Thirdly,for the issue of "clothing",the sociological deconstruction with a symbolic meaning of mask is filled with the alienation trap of Western Language,and fewer citizens are short of moral vigilance against the evil of capital that makes a profit from disaster.Fourthly,for the issue of"tracing the source",it is deeply disturbed by the information asymmetry and western ideological discourse,so there is a lack of ethical vigilance against virus discrimination.Hence,we should insist on the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and consciously analyze and treat the moral reflection and behavior of citizens in the epidemic with historical materialism.The citizens’awareness of public health ethics should be enhanced from four perspectives.Firstly,enhance citizens’ consciousness of ecological ethics civilization to build up a scientific and ethical outlook on the diet;secondly,cultivate the concept of freedom and rights based on the perspective of situational ethics to build up the concept of human rights of "life priority";thirdly,there is a guidance of correct ethical value of public health to prevent the alienation of symbolic meaning caused by the politicized operation of epidemic ’prevention resources,so as to practically implement the justice distribution of epidemic prevention resources;fourthly,break the impact of the Western historical prejudice and build up the awareness of a human community with a shared future,so as to eliminate the discrimination generated by the virus panic with humane care and rational attitude,so as to boost the public health moral literacy level of citizens.
