| Rural grassroots is the micro-foundation of "governance and peace",and promoting rural emergency management system and capacity building is an important part of China’s emergency management system.For a long time,due to insufficient investment in public health,inadequate human resource mechanisms and poor policy implementation in rural China,the development of China’s primary health care service system has lagged behind,presenting weak emergency response capabilities in the event of public health emergencies.At the same time,under the long-term restriction of urban-rural dual development concept,the insufficient supply of rural public resources has become the main shortage of emergency management system construction in China.It greatly affects the life health and social stability of residents in rural areas.Therefore,in order to systematically analyze the problems existing in rural emergency management,improve the emergency system of rural grassroots public health emergency,and improve the emergency management capacity of rural public health.This paper comprehensively evaluates emergency management capability system of rural public health emergencies.First,by analyzing the current emergency management capacity of rural public health based on existing domestic and foreign research and related theoretical studies.To analyze the common assessment methods of emergency management capability.On this basis,a projection pursuit model based on real code accelerated genetic algorithm,which is a more suitable method for high-dimensional and complex problems,is introduced,and the method and model principle are also introduced.Secondly,four basic influencing dimensions affecting emergency management capacity of rural public health emergencies are summarized through analysis of actual situation of townships and towns.As the basic framework for emergency capacity evaluation.By sorting out literature,publishing books and relevant policies and regulations,the frequency of relevant influencing factors is totaled,and 37 influencing factors are selected for induction and classification to form basic evaluation indexes.Relevant personnel in the research area were sent out with questionnaires.The results of 293 valid questionnaires were analyzed by factor analysis and principal component analysis.Select and remove the indicators lacking of representative factors,and build an evaluation system which includes 25 indicators in four dimensions: emergency subject,emergency mechanism,emergency resource and emergency concept.Finally,a comprehensive evaluation of the emergency management capacity of rural public health emergencies was conducted using the data from 2010 to 2020 in rural areas of Xiantao City as a sample.The results show that the evaluation index system and model constructed in this paper can make an objective and rational evaluation of various aspects of the emergency response capacity of rural emergencies,and can analyze the problems existing in rural emergency management in a more comprehensive and systematic way,which has certain reference value for improving the emergency management level of rural emergencies in China. |
