| Objectiv: At present,the prevention and control of imported infectious diseases in China shows a positive and good development trend,but there is no evaluation system for the prevention and control effect.If we can evaluate the prevention and control effect of imported infectious diseases scientifically and objectively,and establish an evaluation system,it will be beneficial for this work to maximize the advantages and avoid the disadvantages,and improve the prevention and control ability of imported infectious diseases in China.Methods: The Delphi method is adopted in this study.The expert consultation table includes 6 first-level indicators and 35 second-level indicators.The research group invited 15 experts to conduct data collation,statistics and analysis using Excel 2017 and SPSS 22.0.The contents and methods include :(1)descriptive analysis of the general data of experts by percentage;(2)The degree of experts’ activeness: the recovery rate of correspondence questionnaires = the number of questionnaires returned/the number of questionnaires issued *100%;(3)Expert authority: Expert authority coefficient(Cr)=(Judgment coefficient(Ca)+ familiarity degree(Cs)/2;(4)Concentration of experts’ opinions: reflected by mean,standard deviation,total score,average grade and full mark ratio;(5)The degree of coordination of experts’ opinions: Kendall’s W coordination coefficient and coefficient of variation were used to evaluate;(6)Weight coefficient: use the percentage weight method;(7)Reliability and validity: Cronbach’s α was used to evaluate the internal consistency reliability of the consulting form.Expert judgment method was used to evaluate content validity.(8)The screening method of indicators in the system: the combination of mathematical screening method and expert interview method is used to screen indicators.Results: 15 experts,this study invited age above 40 years old,working years and engaged in this life have more than 10 years,including bachelor degree(40%),a master’s degree(40%),doctoral degree(20%),title above all in the subtropical high,level,and is the main place class cadre,is engaged in the work related to public health.The recoveries of the letters were 100% and 93.33%.The mean coefficient of variation of the two rounds of consultation was 0.11 and 0.18 respectively,both <0.25.The coefficient of first-level indicators in the second round of this study was 0.31(P=0.001),The coordination coefficients of secondary indicators in the second round were 0.50(P< 0.001),0.38(P< 0.001),0.26(P=0.006),0.27(P=0.005),0.48(P< 0.001),0.22(P=0.008)respectively,and ALL P< 0.05.It shows that the coordination coefficient has significant significance,and it can be considered that the experts’ opinions tend to be basically consistent,with good coordination and reliable results.In the first round of consultation,the expert authority coefficient of the first-level index was 7.43,that of the second-level index was 6.94(≈7),that of the second-level index was 7.23,and that of the second-level index was 7.10,indicating that the experts involved in this study had high authority and the results were relatively reliable.The maximum weight of the first-level indicators changed from "1.Organizational management ability of prevention and control work" to "3.In the two rounds of consultation,the most important indicators of imported infectious diseases were basically the same,both of which were related to laboratory testing capacity.It can be seen that the application and importance of laboratory testing technology and capacity in epidemic prevention and control work has received more and more attention and recognition from experts.In the first round of consultation,the Cronbach’s α of the first-level index was 0.748,and the second-level index was 0.956.In the second round of consultation,the Cronbach’s α of the first-level indicator was 0.810 and the second-level indicator was 0.980.The advisory form has been recognized by experts,so it can be considered that the content validity of the advisory form is better.According to the statistical results of coefficient of variation,experts have always had some differences of opinion on "4.5 To establish a 24-hour public health emergency assessment system",so this index was deleted in the final evaluation system.Conclusion: After expert consultation,the effectiveness evaluation system for the prevention and control measures of imported infectious diseases at frontier ports has been established with 6 first-level indicators and 34 second-level indicators.The coordination degree and authority degree of the system are good. |
