Public health crises have the characteristics of extensive impact and complex governance.Governing public health crises increasingly requires multiple governments or departments to form a collaborative situation and mobilize multiple resources to jointly respond.Based on the perspective of intergovernmental horizontal cooperation,based on a large number of existing studies,through the analysis and research of 20 case reports and typical cases of public health crisis events,this paper finds that the specific governance measures of intergovernmental horizontal cooperation to manage public health crisis include: social participation,vertical intervention,collaborative governance and information processing;and the current governance situation presents: passive pressure response,centralized system boost,collaborative consensus building,multiple forms of information interaction and other governance forms.Furthermore,combined with the case analysis of public health crisis and the interpretation of the current situation of intergovernmental horizontal cooperation governance,it is concluded that there are many dilemmas in the practice of intergovernmental horizontal cooperation governance of public health crisis in China,including: "the governance concept highlights the self-interest and the prevention mechanism is not systematic" in the pressure response,"the organizational structure is decentralized and the resource allocation is unbalanced" in the system boost,"the elements of interest expression are difficult to integrate and the policy implementation is inconsistent" in the consensus building,and "inefficient information transmission and release and inconsistency in sharing" in information interaction.Finally,in view of the practical dilemma of inter-governmental horizontal cooperation governance in public health crisis management,the deep-seated reasons for the dilemma are analyzed,and corresponding explanations and countermeasures are put forward.Countermeasures mainly include that party building leads to build an intergovernmental trust platform,institutional guarantees break down intergovernmental administrative barriers,data use fills the internal and external information gap,and multiple subjects participate in the construction of holistic governance.
