Study On Community Contingency Management In Z Street Of Dalian City Under COVID-19 Pandemic Situation

The new COPD epidemic,which swept the world in 2020,has not been eliminated yet because of its wide transmission and rapid infection,and has brought a great test to the whole world.As one of the countries with a large population,our government attaches great importance to the prevention and control of the new epidemic situation.With the coming of the post-epidemic era,community,the smallest unit of urban governance,has become the first line of defense,which makes great contribution to the victory of epidemic prevention.General Secretary Xi Jinping pointed out when inspecting the community epidemic prevention work:"Community epidemic prevention is the first line of joint prevention and control of epidemic situation.Defending this line of defense can effectively prevent the spread of the epidemic situation"^[1].As the peripheral nerve of social governance,the contribution of community in the battlefield of epidemic prevention and control is obvious to all.But in this great and arduous battle of epidemic prevention,community emergency management inevitably exposed some shortcomings and problems.Therefore,in the post-epidemic era,the new stage of normalization of epidemic prevention and control needs to actively sum up experience,make up for the shortcomings of community governance problem-oriented,and further improve community response to the epidemic,so as to effectively reduce the spread of the virus,and achieve full zero.In the process of controlling the epidemic situation of NCSP,Z Subdistrict in Dalian successfully realized from the most basic measures to the establishment of community emergency management system.Based on the theory of collaborative governance and public crisis management,this thesis analyzes and summarizes the problems and shortages in the process of community epidemic prevention and control,such as insufficient resources,loose awareness of epidemic prevention,low executive ability of grass-roots epidemic prevention and control.Then the causes of the problems are lack of effective epidemic prevention resources,inadequate epidemic prevention propaganda,insufficient training of grass-roots epidemic prevention team and incoordination of epidemic prevention and control system.Finally,some effective suggestions are put forward from the following aspects:establishing the whole community epidemic prevention and control system,establishing and perfecting the community epidemic prevention and control team,establishing and perfecting the community epidemic prevention and control coordination system,and further strengthening the propaganda.It is hoped that this study will further improve the community’s ability to prevent and control the epidemic and solve community governance problems in the post-epidemic era.
