Investigation On The Emergency Response Ability Of Community Medical Personnel In Urumqi City

Objective: To understand the current situation of emergency response capacity of community medical personnel in Urumqi city and analyze its influencing factors;To explore the problems faced by community medical personnel in responding to public health emergencies,and to improve their emergency capacity,by investigating the emergency training needs of community medical personnel,provide theoretical reference for conducting targeted emergency training in the later stage and improving the emergency management system for public health emergencies.Methods: Using convenient sampling method,a questionnaire survey was conducted among 1010 medical and nursing personnel from community health service centers(stations)of Urumqi,Xinjiang,from April to June 2022;Qualitative research was conducted using focus interview methods.Due to the fact that the data do not conform to a normal distribution,the data are analyzed through a nonparametric test: measurement data are described using median and quartile spacing,while counting data are described using frequency and component ratio.Mann Whitney U test(also known as Z test),Kruskal Wallis H test,Spearman correlation analysis,multiple stepwise regression analysis,and structural equation model were used to analyze the influencing factors of emergency response capacity;Chi-square test was used to analyze the differences in emergency training needs of community medical personnel.Results: 1.The current situation of the emergency response ability of community medical personnel in public health emergencies: the score of preparedness ability dimension was3.60(3.00,4.00),the score of protective ability dimension was 4.44(3.89,5.00),the score of disposal ability dimension was 4.00(3.22,4.56),and the score of comprehensive ability dimension was 3.75(3.00,4.00);Current situation of emergency knowledge: The score of basic knowledge and knowledge related to infectious diseases is 3.88(3.00,4.50),the score of other emergency knowledge dimensions is 3.33(3.00,4.00),and the score of legal knowledge dimension is 3.25(3.00,4.00);Current situation of emergency response attitude:The score of personal psychological response dimension is 3.00(3.00,3.50),the score of personal training attitude dimension is 4.33(4.00,5.00),the score of personal disaster relief expectation dimension is 4.00(4.00,5.00),and the score of self-evaluation dimension is 4.70(4.00,5.00).2.Correlation analysis: There is a positive correlation(P<0.01)among the emergency response ability,emergency knowledge,and emergency attitude of community medical staff in public health emergencies.3.Analysis of influencing factors on the emergency response ability of community medical personnel to public health emergencies: The results show that job type,length of service,whether to participate in emergency training,basic knowledge,legal knowledge,and self-evaluation are the main influencing factors of emergency response ability(P<0.05).Based on the path analysis of community medical personnel’s emergency response ability based on structural equation model,it can be seen that:,Emergency knowledge has a significant positive impact on emergency response ability(t=22.732,P<0.001).4.Emergency training needs of community medical personnel: There were statistically significant differences among community medical personnel of different job types in their needs for "expected training institutions,personnel who thought they needed training most,and main motivation to participate in training"(P<0.01);There was a statistically significant difference in the needs of community medical personnel with different working years for "expected training content,expected assessment methods,and those who believed that they most needed training"(P<0.05,P<0.01);There was a statistically significant difference in the needs of community medical personnel who had participated in emergency training on "expected training content,expected training form,expected training frequency,expected training institution,and main motivation to participate in training"(P<0.01).Conclusion: The scores of community medical personnel in response to public health emergencies are on the medium to high level,the scores of emergency knowledge are on the medium level,and the scores of emergency attitude are on the medium to high level.Strengthen the mastery of community medical personnel on emergency plans,emergency knowledge,and laws and regulations for public health emergencies through emergency training and drills;According to their actual situation,clearly regulate emergency rescue behavior,so that the level of emergency response ability of community medical personnel to public health emergencies can be effectively improved.
