Objective:In the context of COVID-19,this paper analyzes the current situation of emergency management in response to public health emergencies by taking tertiary general hospitals in Jinan as example.To study the emergency response ability of medical staff in fever outpatient department,respiratory department and critical care department to deal with public health emergencies,and analyze existing problems.The countermeasures and suggestions are put forward for improving emergency management ability of general hospital and medical staff.Methods:Medical staff in fever outpatient department,respiratory department and critical care department of 8 tertiary general hospitals in Jinan and the 8 hospitals were selected as research objects,and the questionnaire designed by the research group was used to investigate the construction of the emergency management system of hospitals and the emergency capacity of medical staff in response to public health emergencies.And through semi-structured interview outline and personal in-depth interview,to study the problems of hospital emergency management in dealing with public health emergencies.Results:The eight hospitals surveyed had relatively sound system construction,such as the formulation of emergency plans,the allocation of emergency personnel,and the training and drill of emergency response to public health emergencies.There are still some problems in hospital emergency management,such as shortage of emergency manpower,low quality of personnel,insufficient reserve of emergency supplies,imperfect early warning monitoring mechanism and information construction,etc.The emergency response capacity of doctors and nurses in the eight hospitals was generally high.The score of doctors’ ability to respond to public health emergencies was 4.19±0.74,which was at a high level.The scores of all dimensions of emergency response ability from high to low are rescue ability,prevention ability and preparation ability.The technical level of on-site rescue is relatively high,but the level of judgment of common public health emergencies,knowledge of the concept of public health emergencies and relevant laws and regulations,and regular participation in emergency drills is relatively low.The results of multi-factor analysis showed that the main factors affecting the ability of doctors to respond to public health emergencies were whether they had participated in public health emergency drills and training.The score of nurses’ emergency ability in public health emergencies was 4.36±0.75,which was at a high level.First aid ability,comprehensive ability and learning ability of emergency knowledge were ranked from high to low.Their first-aid ability is relatively at high level,but their knowledge of public health emergencies is relatively low.The results of multi-factor analysis showed that the main influencing factors of nurses’ emergency response ability were professional titles and whether they had participated in emergency drills rescue of other emergencies.Conclusion:The emergency management of 8 tertiary general hospitals are generally good,although there are problems such as insufficient manpower and insufficient reserve of emergency materials.The system construction of 8 hospitals to deal with all kinds of public health emergencies is relatively sound.The emergency response capacity of doctors and nurses in eight hospitals was generally at high level.Through the elaboration of hospital emergency management and the emergency ability of medical staff,as well as the analysis of the problems and causes of hospital emergency management,put forward the following countermeasures and suggestions.First,improve the emergency support system.Hospitals should establish a targeted,scientific and feasible comprehensive emergency plan and continue to improve it.Clarify the specific responsibilities and tasks of various departments and employees in emergency work,and ensure that all departments and related departments in the hospital can respond in a timely and orderly manner when major public health emergencies break out.Hospitals should formulate a corresponding emergency material reserve plan in advance,and ensure the adequacy of emergency special funds.In addition,the hospital can actively carry out emergency drills and emergency training in response to public health emergencies,and encourage medical staff of young age and low professional titles to actively participate in emergency training and emergency rescue work,thereby improving the emergency response capabilities of doctors and nurses.Second,strengthen the construction of emergency personnel teams.Emergency management involves a wide range of related disciplines,and requires high professionalism in handling public health emergencies.It is necessary to pay attention to the composition ratio of various professionals to ensure the number and professional quality of emergency personnel.Third,improve the monitoring and early warning mechanism and information exchange mechanism of major infectious diseases.The hospital needs to formulate and continuously improve the monitoring and early warning system for major epidemics,and strengthen the training and learning of medical staff;establish a smooth information sharing and information exchange mechanism to avoid the occurrence of information asymmetry and untruths in outbreaks of infectious diseases.
