| Recent demographic statistics released by the National Bureau of Statistics show that China’s population aged 60 and above account for 19.8% of the national population in2022,including 14.9% of the population aged 65 and above,and China’s aging is deepening.According to the fourth sample survey on the living conditions of elderly people in urban and rural China,the number of disabled or semi-disabled elderly people in China has exceeded 40 million.Based on the data,it is estimated that the number of disabled elderly people in China will exceed 70 million in 2030.Long-term care insurance,which provides care protection and financial compensation for the insured in case of incapacity,has become a powerful tool to solve the problem of elderly care.In 2016 and2020,the government carried out a pilot program of long-term care insurance in 49 cities across the country in two batches,significantly reducing the financial and nursing burden of disabled elderly families.The 20 th Party Congress report proposed to “give priority to the development of people’s health” and “suggest a long-term care insurance system”.At present,China’s long-term care insurance in the development stage has the problem of limited coverage,irregular management and low specialization.is limited,the management is not standard,and the degree of specialization is not sufficient.In this context,the thesis takes technology empowerment as an entry point to study in depth the upgrading path of long-term care insurance care services,with a view to improving the theoretical research related to long-term care insurance in China and providing referenceable countermeasure suggestions to upgrade long-term care insurance care services for insurance companies.The paper selects the “Shecuntong” long-term care insurance intelligent service management system as the case study object.Firstly,it introduces the basic information,system structure and operation mechanism of “ Shecuntong ” intelligent system,and analyzes its advantages and disadvantages.On the basis of case analysis,this paper analyzes the necessity of technology-assisted long-term care insurance service upgrading from the aspects of supply and demand structure of long-term care service and demand characteristics of long-term care service and analyzes the feasibility of technology-enabled long-term care insurance service upgrading from three aspects: policy-driven,demanddriven and technology-driven.In the fourth part,this paper summarizes the development status of technology-enabled long-term care insurance and analyzes the existing problems from three dimensions: government supervision,enterprise product and social consumption.In order to learn from the advanced experience of technology-enabled long-term care insurance in other countries,the paper introduces the use of technology in long-term care insurance in the United States,Germany and Japan respectively.Finally,the paper proposes countermeasures for upgrading long-term care insurance services by technology at the level of government and insurance companies.The innovation of the paper is reflected in the use of technology empowerment as the entry point to explore effective methods to solve the bottleneck of long-term care insurance development,and to provide a pre-research basis for insurance companies to improve longterm care insurance services by applying technologies such as Big Data,Artificial Intelligence,Internet of Things to long-term care insurance care services. |
