Objective: The evaluation and identification of the integrated medical and old-age care beds(ward)is an important part of the pilot work of the integrated medical and old-age care beds(ward),but the current evaluation index system of the integrated medical and old-age care beds(ward)in Shenyang still needs to be further improved.Based on the analysis of the problems existing in the current Shenyang city evaluation index system,by including the Delphi method,the research on the evaluation index system of the integrated medical and old-age care beds(ward)in Shenyang is carried out to provide a comprehensive medical and old-age care beds(ward)in Shenyang.The formulation of evaluation criteria provides a scientific basis.Methods: Through the literature research method,Delphi method and Analytic Hierarchy Process,Based on research group discussion,the evaluation index system of the integrated medical and old-age care beds(ward)in Shenyang is constructed.The research,a total of 20 experts from Shenyang,in the fields of the integrated medical and old-age care,public health and geriatrics,were invited to conduct correspondence consultation with the experts who participated in Delphi method by sending emails or We Chat.The purpose is to sort out and analyze the feedback data collected after each round of consultation,adjust the evaluation indicators according to the feedback results of the three rounds of expert correspondence consultation,and determine the weight of the evaluation indicators by using the analytic hierarchy process.Results: Through a total three round of expert consultation and discussion and analysis of the research group,the experts finally reached a relatively unanimous scientific conclusion on three issues: the basic information structure of experts,the modification and "increase" or "decrease" of evaluation indicators,and the weighting of indicators.In this study,the evaluation indexes of the integrated medical and old-age care beds(ward)in Shenyang were established,including 4 first-level indexes,17 second-level indexes and 57 third-level indexes.Among them,the first-level indicators and weights were 30.0% for the management of integrated medical and nursing wards,7.5% for medical services,30.0% for nursing services,32.5% for support and guarantee(CR<0.1,consistency test passed)and the weights of 17second-level evaluation indicators.The modification of 14 evaluation indexes and the "increase" of 1 or "decrease" of 3 evaluation indexes in the three-level evaluation indexes were adjusted.At the same time,the 20 experts who participated in the whole consultation showed good enthusiasm and cooperation with the recovery rate of 100%(> 70%)in the three rounds of consultation.The mean value of the coefficient of basis(Ca)was 0.95,the mean value of the coefficient of familiarity(Cs)was 0.92,and the mean value of the expert authority(Cr)was 0.93(≥0.70),showing good authority.The mean of variation(CV)is 0.06,showing a higher degree of opinion coordination and the Kendall’s W coefficient is 0.42,showing a better degree of opinion agreement.The average is 4.73 and the full score frequency is 0.72,showing a good degree of opinion concentration.Conclusion: This research provides a reliable scientific basis for constructing a scientific,advanced,applicable and instructive the integrated medical and old-age care beds(ward)evaluation index system in Shenyang.Under the background of aging population,this research has important theoretical value and practical significance for the solid promotion of the pilot work of combining medical and old-age care to meet the health needs of the elderly,and to solve the problem of the low utilization rate of beds and the waste of health resources in secondary and above medical institutions.
