Research On The Implementation Path Of Integrating TCM Into The Construction Of Emergency Response System For Public Health Emergencies

The occurrence of grave public health emergencies will not only cause serious damage to social order,but also seriously threaten the lives and health of the public.The COVID-19 broke out at the end of 2019,and the public health emergency system in China and even the world suffered a huge impact.Unlike other countries,the integration and participation of TCM with Chinese characteristics in this war epidemic effectively promoted the implementation of epidemic prevention and control work in China.In documents such as the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Medical and Health System,the Law of the People’s Republic of China on Traditional Chinese Medicine,and the Notice on Giving Full Play to the Role of Traditional Chinese Medicine in Health Emergency Work,the state has proposed that the role of TCM in the emergency work of public health emergencies should be brought into play.Exploring how to integrate TCM into the public health emergency system not only helps improve the ability of TCM to serve health,but also helps improve the public health system,in line with the strategic deployment of Healthy China.How to better develop the characteristics of TCM and integrate it more effectively and comprehensively into the public health emergency system has aroused our reflection.This article adopts a combination of literature analysis,expert consultation method,questionnaire survey,and mathematical analysis methods.Guided by theories and concepts such as crisis management 4R theory,it first analyzes the macro-overview of TCM in the emergency response system for public health emergencies and understands the current status of TCM service capabilities;Secondly,based on the 4R theory of crisis management,a questionnaire was designed on the integration of TCM into the public health emergency system.The questionnaire analyzed and discussed the current situation and existing problems of the integration of TCM into the public health emergency system in Fujian Province from the perspectives of prevention of public health events,emergency preparedness for public health events,response to public health events,recovery of public health events,and personal participation in public health events,Provide theoretical basis for the implementation path of integrating TCM into the emergency response system for public health emergencies.Subsequently,this article constructed a basic framework for the prevention and control of public health emergencies with TCM,and discussed the construction of modern Chinese medicine epidemic prevention and control bases.Finally,this article suggests that efforts should be made to achieve the integration of TCM into the construction of the emergency response system for public health emergencies from nine aspects: clarifying the main position,strengthening the integration of TCM and Western medicine,improving talent construction,focusing on the grassroots level,emergency scientific research management,epidemic prevention and control base,strengthening cultural propaganda,optimizing personnel structure,and improving security capabilities.
