Research On The Policy Implementation Of Family Doctors Under The Model Of County Medical Community

This paper takes the implementation of family doctor policy as the research object to understand the current situation of family doctor implementation in Y County,Shanxi Province under the model of county medical community,finds the shortcomings of family doctor policy in the implementation process,and analyzes the causes of the problem.The continuous promotion of family doctors under the system model puts forward countermeasures and suggestions.First,through literature research and data analysis methods,to understand the current situation of family doctor policy implementation and medical and health conditions under the county-level medical community in Y County,Shanxi Province;Investigate the understanding and satisfaction of knowledge and contracted content,and the utilization rate of contracted services;thirdly,through interviews,the basic situation of family doctors,contracted service work,occupational satisfaction,and cognition of family doctor policies are conducted.These aspects are exchanged;finally,based on the comprehensive model of policy implementation,it discusses the problems and deep internal reasons in the process of policy implementation in Y County,Shanxi Province.As well as factors other than policies,corresponding countermeasures are put forward.Through the actual investigation of the implementation of the family doctor policy in Y County of Shanxi Province and the actual investigation of the subjects involved,this paper draws the following problems: the role of the county medical community is limited;the residents do not have a high understanding of the relevant policies;the implementation of contracted services needs to be improved;Family doctor job satisfaction and sense of identity are low.The main reasons for the problems in the implementation of the policies in Y County of Shanxi Province are: first,the policy issues are complex;second,the policy objectives are not reasonable,the content is unclear,the performance appraisal mechanism is not perfect,and the financial resources it has are insufficient.There are problems in itself;the third is the lack of supportability of extra-policy factors such as the subject and the implementation environment.Finally,based on the study and reference of Xiamen’s three-division co-management model,Anhui Dingyuan model,and Yancheng Dafeng model,the following targeted measures are put forward: strengthen legal protection to reduce implementation obstacles;continue to promote the construction of a close medical community;Policy objectives;strengthen the construction of the grass-roots medical service system;refine the content of policy implementation;use a variety of methods to cooperate with publicity;improve the data integration construction.
