| After the guideline that the reform of the medical and health system should be comprehensively promoted was clearly put forward in march2009,the management mode of most hospitals in our country has also been changed,gradually changing from the previous "big pot" to a new management mode in which hospitals,from institutions to individuals,carry out all-round performance management.In december2019,the National Health Commission issued the notice on strengthening the performance appraisal of secondary public hospitals.Since february2020,more than ten public hospitals have intensively issued documents on comprehensive budget management,cost accounting,performance appraisal,etc.public hospitals across the country will face challenges in the next five years and need to make changes to keep up with the development of the times.In addition to policy promotion,public hospitals themselves have to maintain the status quo of hospital development by maintaining the fundamental principle of non-profit and ensuring economic benefits,which also urges public hospitals to implement performance appraisal.The reform of public hospitals is the general trend,and the key to the reform lies in the change of management mode,so the performance appraisal of hospitals has become the top priority.As the clinical department is the business department of the hospital,the window of the hospital,and the most important and core component unit of the hospital,improving the overall performance of the hospital should start with the performance evaluation of the clinical department.This paper mainly uses the methods of case analysis,field interviews,questionnaires and expert scoring to study the clinical departments of a public hospital in Hunan.Firstly,through field interviews,we learned that there have been problems in the performance management of the hospital.Since the clinical department is the core Department of the hospital,we made a further questionnaire survey on the personnel of the clinical department.The survey results show that employees’ satisfaction with the performance appraisal of the hospital is low.After confirming the problems of the hospital,in order to solve a series of problems in hospital performance appraisal,this paper conducted in-depth research,combined with key indicator method,balanced scorecard and relevant questionnaires to screen out key appraisal indicators,and then obtained the weight of each indicator through analytic hierarchy process and expert scoring,helping to improve the hospital performance appraisal system.The subject of this case is a secondary public hospital.Apart from helping the case hospital to solve the existing problems and maintain its own development in the highly competitive medical market,it can also provide performance appraisal reference for the secondary public hospitals launched by the National Health Commission.After years of development,each hospital has its own characteristics.Each hospital should closely follow the policy and build appropriate assessment indicators in combination with its own actual situation.The subject of this case is in a county-level city,which is also the only local public general hospital.Therefore,this study can also provide reference and ideas for the performance assessment of public hospitals in county-level cities. |
