Cooperative Study On Emergency Management Of Public Health Emergencies In Wenzhou

The 2019 New Crown pneumonia,the largest and most serious public health emergency in recent years,posed a great challenge to both our nation and our people.During the prevention and control of the New Crown pneumonia epidemic,our major initiatives have revealed the importance and science of cooperation in emergency management in response to public health emergencies.Only by government departments,enterprises,social organizations,and individuals playing their roles at each node of the entire chain of epidemic prevention and control,with the government providing unified leadership and deployment,enterprises and social organizations contributing social efforts,and individuals complying with epidemic prevention regulations and participating in voluntary activities within their means,can we usher in the current stage of a full-scale end to the epidemic.After the announcement of the end of the new crown epidemic,it is particularly important to summarize and learn from the experience in the prevention and control of the epidemic,and summarizing the cooperation in emergency management in the prevention and control of the epidemic is an important part of the experience.In the post-event recovery phase,the non-standard emergency management cooperation network was transformed into the normal one,and how to optimize the emergency management cooperation for effective response to public health emergencies became a topic of discussion for the Wenzhou government.In view of this,this paper examines the problems of emergency management cooperation in Wenzhou against the background of the fight against the new crown pneumonia.In this paper,after reviewing the relevant literature on public emergencies and emergency management of public emergencies at home and abroad,based on crisis management theory,holistic governance theory,and social network theory,we explain the current situation of emergency management of the new crown pneumonia epidemic in Wenzhou,comprehensively analyze the problems in the same emergency management cooperation of public health emergencies in Wenzhou and the causes of the problems,and analyze them for improving the emergency management cooperation of public health emergencies in Wenzhou.The study also proposed countermeasures to improve the cooperation in emergency management of public health emergencies in Wenzhou.The study and analysis concluded that the emergency management cooperation in Wenzhou in response to public health emergencies has the problems of poor communication between the local government and the public in the pre-event stage;the problems of low cohesion between government departments and social organizations in the event stage;the problems of weak communication and integration of intelligence among the emergency management cooperation subjects in the event stage;and the problems of poor communication between the local government and the public in the event stage;and the problems of low cohesion between the local government and the public in the post-event stage.There is the problem that local government propaganda and psychological guidance are not in place.The main reasons for the problems are the low public trust in emergency management cooperation beforehand,the imperfect accountability mechanism inside and outside emergency management cooperation,the inadequate construction of emergency management cooperation intelligence system,and the reduced willingness to promote and guide emergency management cooperation afterwards.Combining the excellent emergency management cooperation experiences of Beijing,Hangzhou,Wuhan and Shijiazhuang,this paper proposes countermeasures to improve public trust in local government,improve internal and external accountability mechanisms of local government,improve emergency intelligence communication system,and strengthen the propaganda and psychological diversion work of local government after emergency management to further improve the emergency management cooperation system of Wenzhou city for public health emergencies and optimize the emergency management cooperation network,and promote the improvement of emergency management capacity in Wenzhou.
