| ObjectiveStarting from the current situation of medical resource allocation in Guangzhou’s traditional Chinese medicine hospitals,this paper makes descriptive statistics on various main resource indicators from 2007 to 2021,and through quantitative analysis of the equity and efficiency of medical resource allocation,thus revealing the development of medical resource allocation in Guangzhou’s traditional Chinese medicine hospitals and the main problems,and puts forward corresponding suggestions on these problems,in order to promote the balanced distribution of high-quality traditional Chinese medicine medical resources Further promote the development of Guangzhou as a strong city with traditional Chinese medicine.MethodsThis study takes Guangzhou Hospital of Traditional Chinese Medicine as the research object.Through policy sorting and literature research,we can understand the relevant research status at home and abroad and determine relevant concepts;The descriptive statistical method was used to analyze the overall medical resources and medical services of Guangzhou Traditional Chinese Medicine Hospitals from 2007 to 2021,and the equity of resource allocation was analyzed from demographic and geographical aspects through Lorenz curve,Gini coefficient and Thiel index;DEA-BCC model and DEA-Malmquist model in data envelopment analysis method are used to conduct horizontal static analysis and vertical dynamic analysis on the efficiency of resource allocation.In terms of statistical methods,Excel software is used for data entry and chart making,and Gini coefficient and Thiel index are calculated;SPSS25.0 software was used for statistical analysis;DEA-BCC model and DEA-Malmquist model were analyzed with DEAP2.1 software.ResultsIn terms of the current situation of medical resources allocation: from 2007 to 2021,the total amount of medical resources in Guangzhou’s traditional Chinese medicine hospitals showed a gradual increase,and the number of traditional Chinese medicine hospitals,human resources,material resources and financial subsidies have achieved good development.The number of hospitals increased from 27 in 2007 to 38 in 2021,with a growth rate of 40.74%.The growth rate of the number of health technicians,licensed(assistant)doctors and registered nurses was relatively close,ranging from 150% to 200%.The growth rate of the number of beds was 141.66%.The growth rate of the number of beds per 1000 people was 35.28%.The housing area and the number of equipment above10000 yuan increased by 63.5% and 39.2.78% respectively.From 2015 to 2021,Guangzhou’s municipal financial investment in public TCM hospitals increased by187.80%,exceeding the growth level of public general hospitals(111.62%).The total number of doctors and therapists in Guangzhou Traditional Chinese Medicine Hospitals has exceeded 20 million since 2014,with an average annual growth rate of 5.14%,and the medical service capacity has been continuously enhanced.In terms of the equity of medical resource allocation: the Gini coefficient of medical resources allocated by population and geographical area in Guangzhou Hospitals of Traditional Chinese Medicine showed a downward trend from 2007 to 2018.In 2018,the Gini coefficient of various resources allocated by population was close to 0.4,and the Gini coefficient allocated by geographical area was between 0.7 and 0.8.In addition,the Lorenz curve of resources allocated by population in 2018 was closer to the absolute equity line than the Lorenz curve allocated by geographical area,It shows that the distribution of medical resources in Guangzhou traditional Chinese medicine hospitals is more equitable according to population distribution than according to geographical distribution.From 2008 to 2018,the total Tell index of various medical resources allocated according to population continued to decline,and the total Tell index allocated according to geographical area tended to stabilize,with a slight decline.The intra-group contribution rate of most evaluation indicators exceeds 80% in the Thar index allocated by population,and the inter-group contribution rate of most evaluation indicators exceeds 70% in the Thar index allocated by geographical area.In terms of the efficiency of medical resource allocation: In 2018,the average of the comprehensive efficiency,technical efficiency and scale efficiency of medical resource allocation in Guangzhou Traditional Chinese Medicine Hospitals was less than 1,and the overall efficiency of medical resource allocation was low.From 2009 to 2018,the average change index of total factor productivity was 0.948,and the overall productivity decreased by 5.2% in 10 years;The mean value of technical efficiency change index and technical progress change index is 1.005 and 0.944 respectively,indicating that technical efficiency has slightly increased and technology has regressed.The average of pure technical efficiency and scale efficiency change index are 1.004 and 1.001 respectively,indicating that the scale efficiency and pure technical efficiency of medical resource allocation of Guangzhou Traditional Chinese Medicine Hospitals have increased slightly in the past 10 years.ConclusionFrom 2007 to 2021,the total amount of medical resources in Guangzhou’s traditional Chinese medicine hospitals increased significantly,and the medical service capacity of traditional Chinese medicine was comprehensively improved;The equity of the allocation of medical resources according to population and geographical area is constantly improving,and the equity gap according to population distribution is small,and the equity gap according to geographical distribution is still wide.Intra-regional differences are the main reason for affecting the equity of population,and inter-regional differences are the main reason for affecting geographical equity.Guangzhou should steadily promote the equity of the allocation of medical resources of traditional Chinese medicine,Focus on geographical equity and reduce the gap between regions in TCM medical resources.From 2009 to 2018,the overall efficiency of medical resource allocation in traditional Chinese medicine hospitals was low.Most hospitals had insufficient output and redundant input.The efficiency level gap between different bed sizes was large,and the efficiency level gap between regions was not obvious;Inadequate technological progress is the main reason for the decline of total factor productivity.Hospitals should choose the appropriate scale for their own development according to their own characteristics and functional positioning,and constantly improve their management level and technological innovation ability. |
