Research On The Efficiency Of Health Resource Allocation In Traditional Chinese Medicine Medical Institution

Objective : To study the health resource allocation efficiency of TCM medical institutions in China from 2011 to 2020,and to calculate and analyze its overall situation and trend,so as to provide reference for health resource allocation planning of TCM medical institutions in China.Methods : TCM medical resources were classified according to the statistical bulletin of China ’s health development,and the allocation efficiency of health resources in TCM hospitals was calculated by three-stage DEA model according to time series.The super efficiency DEA model was used to calculate the allocation efficiency of health resources in TCM outpatient departments and clinics.Horizontally,the three-stage DEA model is used to measure the health resource allocation efficiency of TCM medical institutions in 30 provinces and autonomous regions in 2020 according to the spatial sequence.Results : After the adjustment of input indicators,the comprehensive technical efficiency of TCM hospitals from 2011 to 2020 was more than 1.00,the integrated traditional Chinese and western medicine hospitals were between0.90 and 1.00,and the standardized ethnic hospitals were between 0.50 and 0.70.The returns to scale of these three institutions are all decreasing.the comprehensive technical efficiency of the outpatient department of traditional Chinese medicine is more than 1.00,and the returns to scale are all decreasing;only in 2015,2017 and 2018,the comprehensive technical efficiency of the outpatient department of integrated traditional Chinese and Western medicine was not more than1.00,and the returns to scale increased.The highest comprehensive technical efficiency of the outpatient department of ethnic medicine is only 0.38,and the lowest is 0.08,with all the returns to scale increasing.The comprehensive technical efficiency of TCM clinics in 8 years was between 0.80 and 0.90,and the returns to scale decreased.the comprehensive technical efficiency of integrated Chinese and Western medicine clinics exceeded 1.00,and the returns to scale increased;the comprehensive technical efficiency of national medical clinics was 0.82 in2010 and 0.12 in 2020.All returns to scale increase;in 2020,China ’ s 30 provinces,municipalities and autonomous regions,there are 5 areas of comprehensive technical efficiency in the efficient area,accounting for 16.7 %;no area is located in the middle efficient area and middle efficient area;25 regions are located in inefficient areas,accounting for 83.7 %.Conclusion :(1)Financial input and increased total resources do not justify allocation.(2)In the past ten years,the returns to scale of TCM institutions have all decreased,only the scale efficiency of TCM hospitals is effective.(3)Different environmental factors have different effects on resource allocation efficiency of TCM medical institutions.(4)Scale redundancy is the main reason for the low comprehensive technical efficiency of DEA inefficient provinces and some institutions.(5)A small number of TCM medical institutions can increase investment in health resources.(6)There is market failure in TCM medical service market.
