| As China’s economy and society enter a stage of high-quality development,the main contradiction in society is becoming increasingly evident between the growing need for a better life for the people and imbalanced and inadequate development.Especially the growing demand for high-quality public cultural services among farmers has put forward higher requirements for further improving public cultural services.Therefore,it is urgent to conduct research on the performance evaluation and optimization strategies of rural public cultural services in order to accurately meet the diverse and high-quality public cultural service needs of farmers.Through the research on the performance of public cultural services in rural areas of Zhejiang Province,this paper is conducive to promoting the high-quality development of public cultural services in rural areas of Zhejiang Province,and helping the construction of common prosperity demonstration areas in Zhejiang to achieve more significant substantive progress.Based on the new public management theory and public sector performance evaluation theory,the thesis constructs a performance evaluation system for rural public cultural services in Zhejiang Province based on the evaluation criteria of the three dimensions of "input output effect" of the IOO model and mature indicators from relevant scholars,and summarizes the performance achieved in rural public cultural services in Zhejiang Province in the past decade.At the same time,based on the performance evaluation of the IOO indicators,through a satisfaction survey,we further analyzed the evaluation of the rural public cultural service performance by the farmers in Zhejiang Province.The thesis analyzes the achievements and problems in the performance of rural public cultural services in Zhejiang Province using literature,entropy,comprehensive evaluation,and questionnaire methods,and proposes corresponding countermeasures and suggestions to improve the performance of rural public cultural services in Zhejiang Province.Through the IOO indicator performance evaluation,it is found that the overall evaluation of the performance of rural public cultural services in Zhejiang Province in the past decade is good,the infrastructure construction is continuously strengthened,the number of output content is constantly increasing,and public participation is relatively active.However,indicators such as the proportion of professional funds for business activities of township cultural stations in financial allocations,and the proportion of professional and technical personnel in the employees of township cultural stations have fluctuated significantly,even showing a downward trend.Through the satisfaction evaluation results,it is found that the average satisfaction rate of rural public cultural services has reached 3.56,and 51.4% of rural residents believe that the performance of public cultural services has met their expectations of satisfaction.This indicates that rural residents are generally satisfied with the performance of public cultural services.However,there are still problems such as low participation of rural social forces,low utilization of infrastructure functions,insufficient output content,inadequate grassroots public cultural teams,and fewer "expression feedback" channels.In response to the above-mentioned problems,this thesis proposes countermeasures and suggestions to improve the performance of public cultural services in rural areas of Zhejiang Province by drawing on domestic experience in public cultural service performance practices and combining the actual situation of Zhejiang Province.(1)Implement the main responsibilities of grassroots governments and attract social forces to participate.First of all,grassroots governments should conscientiously implement their main responsibilities in policy formulation,financial security,supervision and management,etc.Secondly,grassroots governments attract social forces such as market forces and folk cultural groups to participate.(2)Improve public cultural facilities and enrich service activities.It is necessary to further balance the three aspects of infrastructure construction,management,and use,and enrich cultural activities by tapping local cultural resources,innovating interactive public cultural activities,and creating cultural brand activities.(3)Strengthen the construction of talent team and improve the quality of cultural services.The first is to adjust the structure of the talent team,and the second is to strengthen the personnel training and evaluation mechanism.(4)To meet the high-quality public cultural service needs of farmers,we will strengthen supply and demand coordination through demand collection and feedback channels. |
