At present,the domestic various historic pay more and more attention to the construction of historical and cultural blocks and historical and cultural blocks as special area in the city,its rich historical and cultural heritage,rich historical features,the precious historical value reflects the characteristics of the whole city,its importance by the government and the public know gradually.Combined with literature research and practical experience,it can be seen that the main body of historical and cultural block construction is diversified,including the government,enterprises and the public.Based on the collective action theory,due to the different participation degree and role of multiple subjects in the construction of historical and cultural blocks,the effect of collaborative construction is also different.Through the previous literature research,it is found that the current research on the protection and renewal of historical and cultural blocks mainly focuses on planning,architecture,etc.,but few studies on the historical and cultural blocks are conducted from the perspective of the collaborative construction of multiple subjects.In this paper,in the perspective of multiple subject construction together,through the literature research,case analysis,field interviews and questionnaire survey methods,based on the theory of collective action theory,three alleys and seven lanes to historical and cultural blocks,gulou aofeng fang characteristics of historical and cultural blocks,for example,see from small to big,analysis of fuzhou city historical and cultural blocks collaborative construction situation.Using Delphi method and analytic hierarchy process(ahp),from the collaborative construction main body participation,coordination mechanism construction effectiveness and completeness three aspects,such as historical and cultural blocks built a collaborative construction of evaluation system,based on the results of the questionnaire survey data,analysis of the factors restricting the construction of fuzhou historical and cultural blocks together,and to explore countermeasures to promote the construction of fuzhou city historical and cultural blocks synergy.Through analysis,the overall situation of the collaborative construction of historical and cultural blocks in Fuzhou is good,but there are still some constraints,such as the insufficient participation of multiple subjects,the blank of the legal system of the collaborative construction,the way of investment and financing to be improved,and the effectiveness of the construction to be improved.Based on the field interviews and the actual situation of collaborative construction of historical and cultural blocks in Fuzhou,this paper proposes to establish and improve the participation mechanism of multiple subjects from three aspects,namely optimizing government guidance,strengthening enterprise functions and deepening public participation.From the two aspects of perfecting the laws and regulations of block construction planning and the legislation of collaborative construction mechanism,this paper discusses the countermeasures of optimizing the legal system of collaborative construction.From the unblocked information sharing channels,strengthen information publicity and optimize the way of investment and financing to promote the collaborative construction mechanism of Suggestions,and strive to promote the construction of fuzhou historical and cultural blocks through the above three aspects of countermeasures.The value of this study is preliminary build the evaluation system of historical and cultural blocks collaborative construction,from the perspective of a relatively new multiple subject of fuzhou city historical and cultural blocks the collaborative construction were analyzed,and the factors restricting the construction of historical and cultural blocks together,and put forward countermeasures,for fuzhou city historical and cultural blocks construction to provide a positive reference,has strong practical guiding role.
