A Study On The Influence Of Financial Expenditure On Rural Public Cultural On The Construction Of Rural Civilization

In recent years,the Party Central Committee and the State Council have attached great importance to cultural construction and made comprehensive plans in terms of strategic deployment,especially since the implementation of the rural revitalization strategy,the government has made corresponding adjustments and optimization according to the current situation of rural financial cultural expenditure.By playing a leading role of the government,cultural financial expenditure is oriented by cultural values,constructing a mechanism of interest coordination and stability,providing financial guarantee for cultural construction,improving people’s cultural quality and national cultural soft power,and accelerating the pace of cultural construction in rural areas most importantly.Chinese culture is rooted in agriculture,and the cradle of Chinese civilization is in the countryside.Only by carrying out the construction of rural culture and civilisation can we enhance farmers’ satisfaction.As an important step in rural revitalization,the construction of rural culture is an important starting point to realize the equalization of basic public services,and also the focus of the issue of "agriculture,rural areas and farmers".China’s rural civilization construction has been forging ahead,advancing with the times,and China’s rural culture construction has achieved remarkable results,however,there are still some uncivilized rural culture phenomena in some areas,which hinder the efficiency of rural civilization construction and restrict the process of rural civilization construction.The financial expenditure on rural public culture is the source of living water for the construction of rural style civilization and is an important factor affecting the construction of rural style civilization.Therefore,optimizing the efficiency of using financial cultural funds,solving the deficiencies of rural public cultural expenditures,changing the plight of rural civilization by means of financial policies,enhancing the degree of rural civilization construction,and ultimately promoting the government to better target.In such a context,it is of great practical significance to study the influence of rural public cultural financial expenditures on the construction of rural civilization.In view of this,this paper defines the concepts of rural public cultural expenditure and the construction of rural civilization through the study of domestic and foreign literature,and analyses the current situation and problems of the two by taking theories of public goods,fiscal decentralization,rural governance and social civilization as the starting point.On the basis of this theory,the supply and demand mechanism,the influence mechanism and the feedback mechanism between rural public cultural expenditure and the construction of rural civilization are explored.The focus of this paper is to study the specific degree of influence between the two,so as to cultivate the system of building rural civilization.In addition,indicators representing the level of rural civilization in each province in the last ten years are selected and combined with entropy value method to give weights,so as to build an evaluation system for the construction of rural civilization based on the construction of public culture,the degree of public education and the degree of social civilization,and to rate and rank the degree of construction of rural civilization in each region in the east,central and western regions.The next empirical test is to construct a fixed-effects model using cultural expenditure as a narrow representation of rural public cultural expenditure,and to analyse the degree of influence of variables including the core element of cultural expenditure and a series of other factors on the indicators of the construction of rural culture and civilisation,and to test them.Finally,based on the theoretical and empirical results,relevant fiscal policy recommendations are made.This paper draws the following research conclusions:(1)Rural public culture financial expenditure has a positive impact on the construction of rural style civilization,while financial education expenditure,economic development level,population density,and industrial structure also positively promote rural style civilization,but financial culture expenditure is the most central driving force;(2)Rural public cultural financial expenditures have different impacts on various aspects of rural civilization construction,with the greatest impact on public culture construction,the second greatest impact on the degree of public education,and finally the degree of social civilization.(3)Compared with other public service supply,the total amount of rural cultural expenditure needs to be improved;there is an imbalance of cultural expenditure in the east,middle and west regions,with the eastern region being higher than other regions,and there is regional heterogeneity,etc.Many of the above problems indicate that the efficiency of rural public cultural expenditure in promoting the construction of rural civilization needs to be improved.Finally,the following policy recommendations are proposed based on the combination of theoretical analysis and empirical test: Increase the financial investment in rural public culture,divide the main responsibility of rural public culture supply,adjust the structure of rural public culture financial expenditure,and guarantee the supporting measures of rural public culture supply,so as to promote the construction of rural culture civilization.
