How To Practice The Original Intention: Research On The Practice Of Agricultural Loan In Shansi-Suiyuan Region(1941—1949)

"Never forget what you started with," General Secretary Xi Jinping has told us many times that only by staying true to our original aspiration and sticking to it can we achieve our ultimate goal,which is both a starting point and a finishing point.After a century of struggle,the Chinese nation has achieved a great leap from standing up,becoming rich and becoming strong.However,this journey has not been smooth.In particular,during the War of Resistance against Japanese Aggression,the Japanese Army carried out many moppings in the anti-Japanese base areas behind enemy lines,and the Kuomintang constantly created incidents of anti-Communist friction at a time of national crisis.The soldiers and civilians in the base areas lived a hard life,and even had problems with food and clothing.In such a difficult environment,while actively resisting foreign enemies,the Communist Party carried out economic,political and cultural construction in the base areas.Although faced with many difficulties such as insufficient funds,insufficient personnel and lack of experience during this period,the Communists still tried their best to build the financial undertakings in the regions,which is a true reflection of the Communists’ fulfillment of their original aspiration in historical practice.How do Chinese Communists fulfill their original aspiration in practice? How does the transmission mechanism work from the original intention to the practice? How did they overcome one difficulty after another in such a difficult environment? At present,China is undergoing profound changes not seen in a century,with various ideas and ideas colliding with each other.The situation is changing rapidly,and people’s thinking is gradually becoming fragmented,impetuous and superficial,and people are increasingly confused about their future.The difficulties we face are no less than those of the Anti-Japanese War.Although the environment has changed dramatically over the past 80 years or so,the original aspiration of the Chinese Communists has not changed,and the strength,wisdom and will behind the implementation of their original aspiration has remained unchanged,leading the Chinese people through one difficulty after another.The purpose of this paper is to extract the power behind the Communists’ practice of the original aspiration,in order to provide new ideas for the financial industry to adhere to and practice the original aspiration in response to the current situation.First of all,this paper makes a detailed interpretation of the General Secretary Xi Jinping’s discussion on "original aspiration".On this basis,the author retrospects the century-old history of the Party,sums up the specific expression of "original aspiration" in different historical periods,and further combines original aspiration with practice to summarize the meaning of practicing original aspiration.Then,from the perspective of "practicing the original aspiration",this paper selects the agricultural loans in the ShansiSuiyuan region from 1941 to 1949(collectively referred to as agricultural loans during the Anti-Japanese War)as the research historical data.There are three reasons for choosing this historical data.First,the Shansi-Suiyuan Region has great military strategic significance.It is not only the only communication channel between North China,Central China and South China and the Shaanxi-Gansu-Ningxia Region,but also an important barrier to defend the region.Secondly,after the establishment of the new regime in Shansi-Suiyuan region in 1940,the region was often swept up by the Japanese army,persecuted by the Kuomintang,and ravaged by natural disasters.People’s production and life were extremely difficult,and agriculture,as the pillar industry of the region,was in urgent need of development.Finally,the work of the government to issue agricultural loans to poor farmers is essentially to "seek happiness for the people",and government cadres need to have close contact with poor farmers at the grassroots level when issuing agricultural loans.The process of landing agricultural loans can be well integrated with the "practice of original aspiration".When sorting out the historical materials related to agricultural loan,the author found that with the changes of internal and external environment,the specific contents of agricultural loan in the Shansi-Suiyuan region varied greatly,and its development process could be roughly divided into three stages.Therefore,the author sorted out the detailed contents of agricultural loan in stages,and summarized the original intention of the government to issue agricultural loan in each stage and the characteristics of agricultural loan.On this basis,the paper further discusses how the region government implements the original aspiration in the practice of agricultural loan,and draws relevant conclusions: first,clarify the original aspiration,adhere to the people first;Second,we have the courage to take responsibility and overcome difficulties.Third,broaden our horizons and strengthen solidarity and cooperation;Fourth,adhere to self-revolution and self-innovation.
