Urban utilities are very complex network systems set up 3D space at the city. They are the"blood vessel"and"never system"which deliver energy and information all day and all night and key foundational establishments and lifeline of a city. They are also material foundation of survival and development of a city. The spatial data concerned with urban utilities are very complexity. There are too many types of urban pipeline and numerous users and devices need to be managed. The joint mode is various between different devices and the pipeline affected mutually. Now urban utilities are administered by different owners, so there are many troubles to reuse these data. Another important aspect is that they have many sources supplied and real-time topology. All make the management of urban utilities more difficult.Scientific management is the extremely important to ensure the urban utilities to run in an ordered, efficient, reasonable and safe way. So Distribution Management System (DMS) is introduced to achieve the real-time monitoring of work condition, automated alarm and remote device control. Supervisory Control and Data Acquisition (SCADA ) is the kernel system of DMS. But it separates the geographical location and real-time state, which debases the integrated management, device dispatch and scientific decision-making. Geographical Information System (GIS) is an expert to manage spatial data. It gradually becomes the basic platform of collective DMS and daily work platform which based on work flow and decision support. That GIS as a center integrated other automated system is the trend of urban utilities management.This paper studies the data modeling and integrated mechanism on the urban utilities based on some projects such as Ningxia power distribution networks GIS, Shiyan gas distribution GIS and Dongguan telecom basic GIS and so on. We make a new data modeling named directed-node data model through analyzing the commonness of spatial data and studying the problems existing in data modeling of the urban utilities like power distribution networks, water and wastewater networks, gas networks and other main pipeline networks.The core of distribution GIS is multi-system integration. Owing to the data integration degree isn't high, the level of integration is low, the theories study of integration is lack and considering the efficiency of spatial data operation, we put forward the thought of the spatial data memory engine (SDME). On the basic of the directed-node data model and SDME we set up integrated distribution GIS system, elaborate the key technique of theirs and carry out a frame.
