A Study On Environmental Governance In The View Of Benefit

Theory of interest is a core theory of economics, by reasoning of which the explanation of all social conflict can be reached. In modern society, social interests keep on differentiating. The conflict and competition among interest subjects keep on escalating. Sunliping, a sociologist from Beijing University once said, China has entered into an era of interest competition. To achieve equilibrium, interest-coordinating mechanic is urgently needed. As an economic phenomenon, the problem of environment takes on the conflict between man and nature, however; in essence it is the result of power equilibrium and interest coordination among the corresponding economic subjects. In this paper, through elaboration of the behavioral mode of and competition among the corresponding interest subjects, the author tried to find a way of governance for sustainable environment development and integration of different interest subjects. At the same time, by the revelation of socio economic relationship between men (or social groups) underlying the problem of environment, this article provides theoretical basis for the establishment of rule and regulation needed for the coordinating the said interest relationship.Primarily in the view of interest, the author firstly identifies the most important and the closest economic subjects having effect on the arising of the environment problem and takes them as the affected party of environment interest. Secondly, the author analyzes in depth the interest motive and restricting conditions of the interest affected parties' participation in the governance of the environment. Thirdly, the author discusses in detail the change of the interest pattern of the corresponding environment interest subjects during the transition from the plan economy to the market economy and its effect on the environment problems. Further, the author discusses the behavior and interest relationship of the environment affected subjects under current restricting conditions. Lastly, the author puts forward measures and suggestions to check, balance and restrain all the corresponding parties through specific analysis of the factors influencing the environment interest affected parties'participation in the governance and interest relationship among them.From 1990, the interest relationship among the environment affected parties has somewhat changed, the mainstay role of enterprise, local government and residents becomes more visible. In this regard, the author firstly analyzes the interest relationship among enterprise and local government, the current interest motive of and restraints on the environment interest affected parties'participation in the governance using quantitative and qualitative, normative and empirical methods. The author found that the local government and enterprise have the same purpose in the pursuit of economic interest, making their interest conspiracy possible, which weakens the power of the then loosely consolidated residents. To somewhat extent, the interest pattern imbalance among the above-said three parties leads to the current environment status. This paper upholds to improve the interest structure among enterprise, local government and residents by reasonable rule and regulation, achieving an equilibrium of their interests through checking one another, which leads to the attainment of environment improvement, boosting the coordinated development of environment and economy.
