A Study On The Coordination Of Interests In China's Haze Governance

Haze governance is closely related to the interests of the fundamental people.It is the basic guarantee of people's rights to exist.Also,it is important for the construction of beautiful China,and the key to achieve sustainable development and build a beautiful home.Linked to the concept of harmonious development of China,haze governance is the image of being responsible for the country.Currently,with haze appearing more and more frequently,the normal life of the residents as well as social functioning are seriously affected,haze should be treated immediately.However,we should realize that the generation of haze is not only the combination of the result of weather and human activity,but also is the consequence of the drawbacks of economic development model.Similarly,when considering about the management of haze,we should not only see it from the physics or from the perspective of treatment itself,furtherly we should realize the interest contradictions and conflicts between the various stakeholders in the governance of haze.Since 2013,the haze weather appeared frequently and the country is committed to haze governance,but the accompaniment is minimal.Due to the diffusion and the externalities of haze,as well as the interests of the main "economic man" rationality,individual combating mode is almost impossible.The accomplishment of strict control of haze by government will be greatly reduced without people's supervision and the support of local governments or enterprises.Therefore,to manage the haze effectively and build a beautiful home,we must sort out the relationship between the interests of the various stakeholders and coordinate the relation of them.If we make sense of "Work must first of its profits",the problem can be solved.Therefore,in the view of the current treatment of haze,this article focus on the analysis of the relationship between all the interests of coordination of the governance of haze,and then propose effective measures to control haze from the aspects of the economic.This paper is divided into seven parts.The first part is introduction,including the research background,the significance,literature reviewing,innovation and methods;the second part is the theoretical basis for the haze,the interests of the main body.The third part is the analysis of the interests of the haze treatment in China.Firstly,the main core stakeholders(central government,local government,three-high enterprises,farmers,community residents)are divided into three groups.Then the game theory is used to analyze the coordination of interests among the subjects.The fourth part is the analysis of the current situation of the coordination of interests in themanagement of haze in China.The problems of the solving haze and the reasons of these problems are emphatically described.The fifth part is the experience of the coordination of haze in foreign countries and what we can learn from them.The sixth part is how to deal with the problem of the coordination of the interests of various subjects in China.The article puts forward some suggestions from government responsibilities,related systems and subject.The seventh part is conclusion and outlook.It mainly summarize the results of the article and the lack of research.
