In order to adapt to the change of social environment,the third plenary session of the 18th party-member meeting come up with "promoting the modernization of national management system and management ability" specifically as a general objective in comprehensively deepen reform.Among them,the "multiple governance is not only the inevitable requirement of political democracy at the grass-roots level,and make up an important means of government failure,promote effective management",advocating multi-main-body governing structure of collaborative management became the management system and management ability of modern meaning.Dong-Ting lake basin is an important basis of Hunan people's survival and development,to establish and perfect the government,enterprises,public(NGOs)work environment management synergy mechanism,promote the modernization construction of the environmental management system and management ability in the basin is earnestly purpose for implementing the green development and harmonious development,realize the urgent needs of the development of "five-ize development".This article discuss on specific definition,content Constitution of collaborative governance mechanism on Dong-Ting lake basin ' s environment in theory.Closely combined with the actual situation of the ecological development of Dong-Ting lake basin,this article found that the principal part of the Dong-Ting lake basin environmental governance synergy mechanism is not coordinate to it' s participation mechanism,operation mechanism is not clear and the safeguard mechanism is imperfect and so on.Then through drawing on the successful experience of river basin environmental management synergy mechanism at home and abroad,it is concluded the specific enlightenment.Finally,to combine with administrative measures,organic combination of market forces and public participation,in innovation to participate in the mechanism and perfecting the operation mechanism,and strengthening security mechanism three aspects we can put forward countermeasure suggestions to perfect the Dong-Ting lake basin environment governance mechanism together.First,clear the main body role positioning,increasing the interest of the cultural consensus,cultivating co-prosperity and build trust in foundation platform,we will improve the mechanism of cooperation between government,public participation mechanism and market mechanism.Secondly stimulating coordination mechanism,exchanging information and sharing mechanism,organizational incentive mechanism and assessing accountability mechanism to improve the operational mechanism,at last,through perfecting legal mechanism,capital technology and talents mechanism to strengthen the safeguard mechanism,to improve the environment of Dong-Ting lake basin collaborative governance effect.
