China has always been a country filled with a lot of natural disasters, as one of the most serious victims of disasters. Over the past twenty years, about 3 million people were affected by all kinds of natural disasters on average per annum in China, which cost a total of 2 billion yuan in direct economic losses. Government and many domestic and oversea scholars have taken up large-scale research and practice on disaster loss assessment, risk management, early warning, emergency response, post disaster reconstruction and made great achievements. A series of new concepts and new technology were put forward to guide disaster mitigation in all levels. Disaster information, the base and foundation of disaster reduction and relief, has become one of critical factors to carry out a comprehensive disaster risk assessment in developing countries under the guidance of Global Risk Identifier Programme from the United Nations Development Programme.The paper studied theories and experiences of natural disaster information integration, synthetically analyzed the existing problems in the information collection during the disaster databases at home and abroad, proposed an improved and effective information integration theory, and based on above conception, a new web-based disaster database application system has been designed and developed. The dissertation can be best represented in the following aspects:(1)The paper analyzes and points out some irrational aspects about current classification of disaster loss, which is unable to establish the inner link and causality between disaster losses. It expands the connotation of disaster loss, develops disaster loss model, and enlarges the scope of disaster loss research.(2)Based on an analysis of limitations of existing classification of disaster grade, which cannot reflect correctly disaster extent and is unable to provide reference for disaster relief, the author redefine the concept and standard on disaster grade division.(3)From the disaster information management, the paper further refines the metadata standard of natural disaster, clearly defines the concepts of hazard and disaster, regulated in detail the disaster loss classification, disaster classification, hazard coding and so on.(4)The value of disaster loss is equal to the sum losses caused by the primary and secondary or third disaster during the formation and development of the same disaster. The author designs and develops the disaster database based on the theory of hazard event chain to realize how to record and store the spatial-temporal changes of hazard events and disaster losses and effect diffusion and cascading.(5)Based on analysis of disaster loss information records by administrative division, establishing the spatial-temporal model for administrative division in order to solve the problem of effective storage and visualization of spatial-temporal disaster data under the change of administrative division(6)Using above new theories and technologies combined with practice, the author develops the disaster information integration system through cooperation with the meteorological bureau of Hunan Province, which has been successfully applied to the meteorological disaster observatory.The innovation is reflected in the following aspects:(1) expanding the connotation of disaster loss,(2) improving the natural disaster metadata standard,(3) establishing a more practical standard of disaster grade division by introducing the resilience index and administrative division index,(4) using the theory of hazard event chain to realize to record the spatial-temporal changes of hazard events and disaster losses and effect diffusion and cascading,(5) using data warehouse technology to manage tremendous historical and real data,(6) using the Oracle Spatial database to successfully realize placing spatial data into Oracle Database, and perfectly resolve the integrative storage and management of spatial data and attribute property data,(7) By developing the administrative division spatial- temporal model, solving the problem of recording the disaster loss information under the change of administrative division.The introduced theory and method about disaster information integration can help us improve the management level and extract more valuable, practical information from massive data, and thus serve for disaster research and government decision. Our work can be applied to other regional databases based on administrative unit.
