The Research On Disaster Loss Assessment In Marxist View Of Disaster

On the basis of Marxist view of disaster,the current situation of disaster loss assessment in China is analyzed.It is considered that the assessment of disaster loss is related to the comprehensive and important problems of human and nature,economic growth and ecological environment,social governance and the demands of the people's livelihood.The natural and social dual attributes of disasters are determined.It is considered that the natural and social attributes of disasters are dialectically unified in the assessment of disaster losses.Combing Marxist theory of relationship between man and nature,so as to rationalize the theoretical logic of Marxist disaster view,and then take this as a guide to examine disaster loss assessment.As a key link in disaster management,disaster loss assessment system can be divided into pre disaster pre assessment system,disaster dynamic evaluation system and post disaster real assessment system.The evaluation system should consist of six elements: evaluation system,evaluation body,evaluation method,assessment content and evaluation result.Through the actual investigation,the current situation of disaster loss assessment is summed up,the main problems of the current disaster loss assessment mechanism are that the management level-the system causes the statistical deviation;the method level-the quality of the evaluation results is not high;the content level-neglecting the value of the indirect loss.The main reasons are as follows: the current disaster assessment mechanism is difficult to coordinate,the construction of professional talent team is difficult to reach the standard,and the level of scientific and technological assessment of the disaster needs to be strengthened in three aspects.On the basis of the theory of Marxist view of disaster,the theory of Chinese Marx doctrine of disaster reduction is taken as the methodology,with the guidance of strengthening the construction of the party's long-term power and the modernization of the governance capacity of the national governance system,this paper puts forward the optimization of the disaster loss assessment mechanism and the introduction of multiple governance ideas,emphasizing the diversification and specialization of the evaluation subjects.We should pay attention to the social attributes of the disaster,enrich the assessment content,pay attention to the loss assessment of the social system,strengthen the assessment of the loss of the ecological environment,introduce the market mechanism,attach importance to the function of the insurance accounting under the socialist market economic system,make the assessment of the disaster loss insurance normalize,and strengthen the support of science and technology to improve the pre disaster warning system.In order to improve the capacity of disaster response,we should deepen the comprehensive reform of the system of disaster reduction institutions,cover the functional departments of the disaster related industry,set up a special department to evaluate the disaster and improve the disaster response ability.Through the study of disaster loss assessment,it enriches the thought of China's Marx doctrine of disaster reduction,deepens the view of Marxist calamity,improves the party's ruling ability,and promotes the modernization of the state governance system and the governance capacity.
