Systems Study Of Disasters' Comprehensive Management For Urban Underground Space

Urban underground space mentioned in this paper involves urban metro, tunnel, big-size underground constructions and other underground entities in the modern industrial society, in which disasters frequently occurring include natural disasters, accidents and underlying terrorist events.On the basis of the study results home and overseas on disasters management and especially urban underground space, and the long-term work experience of the author, the paper puts forward that the prevention and settlement of disasters and the roles, the leading status of government and the assistant status of non-government, should be pay quite a bit attention.During the period that the urban underground space is exploited and utilized widely, the paper discusses the types of disasters occurring frequently in urban underground space, the disasters caused by them and the main feature of them timely. After establishing a system of disasters' comprehensive management and making the goal and mission of the system clear, the paper advances the solutions to prevent and reduce the underlying economic loss and to avoid and weaken the negative influence.The paper brings forward the conception of the dualistic management for the first time, by means of which the duties of disasters management are divided into two parts, governmental behaviors and non-governmental behaviors. The division outlines a new system of disasters' management for urban underground space.To make study more deeply and profoundly, the governmental behaviors are divided into organization, implementation, supervision, guarantee and other aspects, and the non-governmental behaviors are divided into investment and operation, consulting and service, insurance and compensation, education and publicity and other aspects.After studying the cooperative relationship in disasters management, the paper points out that the two sides should carry out their roles efficiently in the form of cooperation and promotion by each other. Government takes charge of establishingthe system of disasters management, while non-government helps to perfect and execute the whole process of disasters management. Since the ideas of hierarchy and phase development are put forward, the paper discusses further the opinion of the integration on information system and the whole system of disasters management according to the process of project management.The hierarchy structure model on the field of disasters management is set up guided by the method of AHP, in which the data of general hierarchy sort order is computed to reveal the key indicators in behavior competence, hi the framework of indicator system, behavior competence is evaluated on combination of qualitative analysis and quantitative analysis in the aim of seeking out the weakness and problem in the practical disasters management. To reach the aim, the paper designs a tool to analyze problem and seeks the root of problem based on the general method of systems analysis.Building urban underground space as classic model, the paper evaluates the competence of governmental and non-governmental behavior in the disasters' dualistic management. In the end, the demonstration proves efficiency of the study.Finally, the main fruit and innovation points are summarized and the problems requiring further studies are discussed.
